REQUEST FOR REMOVAL OF RESTRICTED PARKING DURING STREET SWEEPING -
CALIFORNIA STREET BETWEEN MEDALLION AVENUE AND CORLA AVENUE
RECOMMENDATION:
Pleasure of the City Council.
BACKGROUND:
In May, 1985, staff received a letter from Mr. Donald Jackett and Mr. Donald
Bierce, and a petition signed by eleven (11) residents of California St.
requesting the removal of signs prohibiting parking on California Street during
street sweeping operations. (Copy attached for information).
On October 1, 1984, the City Council initially denied a request for the
installation of signing based upon the lack of a majority of responses in favor of
the restriction, related to the total number of residents residing on the street.
A copy of the staff report pertaining to that action is attached for information.
On October 15, 1984, at the request of residents who appeared at that meeting, the
City Council re-evaluated their action of the previous meeting and approved the
installation of said signing based upon the majority of responses being in favor
of said restriction, as they related to the total number of residences resPonding
to the questionnaire.
DISCUSSION:
The attached letter and petition requests the removal of said parking restriction
signs on California Street. Attached, are two maps which show the following:
° Signers of the petition as shown in blue, and
° Residents in favor of the original sign installation shown in,yellow,
and residents opposing the initial installation shown in red.
As can be seen, two (2) residents originally in favor of the signing have changed
their desires and are now opposed and six (6) residents who did not previously
respond to the questionnaire are now in favor of the sign removal.

The letter indicates that the street is no cleaner since the signs have been
installed and that the signs also detract from the neighborhood. Additionally,
Mr. Jackett had indicated that some residents had received~parking tickets and
they were unhappy with respect to the amount of fine.
A copy of this report has been sent to all residents of California Street to
aprise them of the latest requested action.
There has been one other request for sign removals on another street which the
City Council had deferred until such time the Citywide Study has been completed.

Dear mr. Ledendecker,
We respectfully request that you take the necessary
steps to remove the signs prohibiting parking.on
California Street from 6 AN to 12P~ fo= smeepzng.
The enclosed petion contains the signatures of eleven
of the t~enty-one residents on the street asking for
the removal of the signs. This is a majority of tha
of the people living on the street. The signs mere
put up on the vote of less than a majority [eight)
So me are asking for their removal.
The residents signing the attached petition feel
the street is no cleaner since the signs were installed.
The inconvience caused by not being alloaed to park on
the street for six hours to accomadate a ten minute
street sweeping does not make sense. We also feel
that the signs themselves detract from the neighborhood.
Therefore me request that the signs be removed as
soon as possible.
Thank you.
Sincerely yours,
Do nal~P~E. Jackett

It is suggested that the parking prohibition be placed only on the streets that
indicated a majority of the residents responding in favor of such action. These
streets are as follows:
' Both sides of Pacific Street between Medallion Ave. and Corla Ave.
' Both sides of California Street between Medallion Ave. and Corla Ave.
The suggested signing for this parking prohibition would read as follows:
NO PARKING
6:00 A.M. TO NOON
TUESDAY
STREET SWEEPING
The City Council has approved several other requests similar to this request anJ their
implementation enables the street sweeper to do a more complete Job of sweeping in a
lesser amount of time with fewer hazards of maneuvering around parked cars.
