CITY ENTRANCE SIGN PROGRAM
RECOI~ENDATTON:
Council should direct staff to seek proposals from sign manufacturers for both pole
and monument type signs to be used throughout the community at approved locations.
O ISCUSSTON:
Council previously requested staff to investigate the installation of additional
wishing well entrance signs on Redhtll Avenue and Irvine Blvd. similar to those found
on First and Seventeenth Streets. Staff felt that the city entry signs should be
incorporated into a new urban design element of the city general plan. However,
since the urban design element was not budgeted in the 1985/86 fiscal year, staff
proceeded with the attached investigation of the subject.
The attached report from Planner Jeff Davis outlines the major entry points to the
community and narrows the type of signs to either pole or monument. In summary,
staff believes that sign manufacturers should be solicited seeking a variety of
design concepts and estimated costs to be returned to Council for design approval.
At that point, Council may select a standard pole and monument sign and approve the
specific locations for their installation.

BACKGROUND
As directed by Council, a study concerning a comprehensive sign
program for City entrance points has commenced. Particular entrance
points have been identified, physical constraints of each location
noted, and two basic sign types (pole type and monument type) given
consideration at each entry point.
Prior to recommending any particular plan to the Council,- it is
suggested that professional sign companies be approached requesting
design concepts and estimated costs of alternative programs. The
basis of any RFP sent would be the broad outline established from the
field work.
SPECIFIC LOCATIONS SUITABLE FOR ENTRY SIGNS
Below is listed a summary of main entry points, constraints associated
with each location, and the general type of sign that is considered
appropriate.
* Southbound Prospect between Anglin & 17th Street
At this location only a pole type sign is recommended. When the
southbound traveler first enters the City limits, the west side
of the street consists of a public sidewalk and a tract perimeter
block wall. Closer to 17th Street, where the existing "City
limits" sign is situated, the sidewalk area is enhanced by the
landscaped area of the adjacent office project. For effect and
visibility, any new sign should be a replacement for the existing
sign. (Exhibit A)
* Southbound Yorba between Leafwood and Medford (west side of the
street).
Again, at this point there is an existing "City limits" sign.
The sign is located in an unimproved, portion of the public
right-of-way and is situated in an area immediately in front of a
single-family dwelling. Because of the home a monument type
structure is not advisable. In fact, a new sign may be used to
replace the existing sign, the advisability of keeping the sign
there once the right-of-way is fully improved is questionable.
Instead, while not the best location, a new sign should be
installed in the tree well nearest the corner of Yorba and
Medford. (Exhibit B)

* Southbound Newport between Wass and Irvine (West side of street).
Presently there is not any signage indicating entry into the City
in this area. However, with the re-development of the Newforth
Center it seems as though this would be a prime area for the
theme we are trying to establish. In conjunction with the
Newforth Center redevelopment it is anticipated that a raised
median will be constructed approaching the intersection of
Newport Avenue and [rvine Boulevard. It is upon this median that
the highest visibility would be achieved. When the width of
Newport, the traffic volume and the speed limit on the street are
considered it is not likely that a pole type sign would serve
much purpose. However, at such an important entry way into the
City, tf the median is not constructed in the near future, it is
suggested that some type of signing should still be considered.
The sign companies which respond to the RFP particularly address
the sign at this point. (Exhibit C)
Eastbound McFadden at Williams
On this major arterial entering the City unfortunately there is
not a suitable location for any signs. The south side of the
street, up to the freeway overcrossing, is in the City of Santa
Ana, and there are not any median islands upon which to locate a
monument sign.
* Eastbound Main Street
As was the case with McFadden there are not many locations where
an entry sign could be prominently located..Probably the best
location is on the south side of Main Street across and just east
from Stoneglass. This point is at the base of the Newport
Freeway overcrossing. A pole sign is the only type that would be
appropriate. (Exhibit D)
Westbound Irvtne Boulevard at Myford
The new construction associated with the re-alignment of Irvine
Boulevard provides an excellent opportunity to create an
appropriate theme entrance to the City.
At this particular point, a monument sign similar to the existing
signs and support systems on 17th Street, Irvine Boulevard and
First Street may be appropriate. Even if the other monument type
signs developed for'the other points indicated in this report are
somewhat smaller scale, it is felt that this is a key entry point
and the most should be made of the opportunity available.

* Westbound Bryan Avenue
The Bryan Avenue access presents two possibilities for "Welcome
to Tustin" signs. Resulting from the unimproved condition of
Bryan at Myford, a pole type sign is really the only suitable
type for the location. However, there is potential for a more
elaborate sign on the median island at the intersection of Bryan
and Browning. The problem with this location Is that the
westbound traveler is already well into the City and would have
already passed the Auto Center, and other aspects of the East
Tusttn Development. (Exhibit E)
* Northbound Red Hill between Warner and Bell
This is the last major entry point that should definately be
included in a comprehensive sign program. As was the case on
Bryan Avenue there are two possibilities for an entrance sign
program. Along the unimproved right-of-way parralleling USMCAS a
pole type sign could be installed. A monument type sign could be
installed on the median island located between Warner and Bell.

Each of the locations indicated are conducive to What I think the'
Council is looking for in' terms of a comprehensive theme
providing a positive, appealing devise welcoming visitors to the
City. No doubt there are other locations that could be
considered, however the prime spots have been identified.
The major problem I foresee with this program would be with long
term maintenance of monument signs if these types are desired.
In order to soften the visual impact of a structure in the middle
of the street, it is anticipated that some type of landscape
treatment may be necessary . This of course poses long term
maintenance costs as well as the costs involved in planting and
constructing irrigation systems. Perhaps this type of treatment
will not be necessary, however this constraint should at least be
considered.
If you concur with my general concept and agree with the entry points
identified, I will send the attached RFP to several large, sign
companies requesting their professional input.

City Entrance Sign Program
Purpose:
To establish and implement a comprehensive sign program for
various entry points into the City of Tustin. Locations for
proposed signing are indicated on the attached map. For
further information please contact Jeff Davis at 544-8890

Scope of Work:

Design a sign program for various entry points into the
City. Included in the program shall be at least one
(1) prototype design for a monument sign suitable for
location on a median island of an arterial highway, and
at least two (2) prototype pole signs that could be
installed along a sidewalk area adjacent to an arterial
highway. Special attention should be paid to signs
installed on 17th Street east of the 55 Freeway, Irvine
Boulevard east of the 55 Freeway and on First Street
east of the 55 Freeway. Similar or compatable designs
should be considered for any new signs.
Complete costs of sign design, manufacture, and
installation shall be submitted with the plan. If
there is any price benefit to ordering in quantity, the
breaking point and the amount discounted should be
indicated.
A specific time table identifying length of time
required for manufacture, delivery and installation of
sign must be detailed and shown in the submittal.
