OF THE TUSTIN CITY COUNCIL,
OCTOBER 19,1959
MEMBERS PRESENT: Kidd, Tadlock, Humeston, Bacon & Byrd.
ABSENT : None.
CITY ATTORNEY : Dennis D. Hayden, present.
CITY ENGINEER : J.L. McBride, present.
Mayor Kidd called the meeting to order slt 7:30 P. M.
The "Prescott-Balmer Annexation" was opened and immediately
continued until 8:15 P. M.
Councilman Byrd moved, seconded by Councilman Humeston
that minutes of the last.meeting be approved as mailed.
Motion carried.
REQUEST The request'tS. conduct the "March of Dimes" cempaign in
FOR MARCH the City of Tustin was approved on motion of Councilman

It was moved by Councilman Humeston, seconded by Council-

Judy Newman thanked and commended the city for their
cooperation during "Tiller Days."
REQUEST A letter from Don E. Brown, requesting that he be consider-

Byrd and carried.
MCBRIDE Councilman Tadlock moved, seconded by Councilman Humeston
REQUEST TO that City Engineer McBride be authorized to recheck
RECHECK "Bench Marks" as per his request. Motion carried.
BENCH MRKS.
Mayor Kidd opened the hearing on zoning and setback require-
HEARING ON ments for the "Prescott-Balmer Annexation" at 8:00 P. M.
PRESCOTT- With only minor objections, the recommendation of the
BALMER -- Tustin Planning Commission meet general approval.
ZONING &
SETBACKS It was moved by Councilman Bacon, seconded by Councilman
Tadlock that the zoning and setback hearing be closed.
Motion carried.
RESOLUTION Councilman Humeston moved, seconded by Councilman Tadlock
NO. 523 that zoning and setbacks as recommended in Planning Comm-
COVERING ission RESOLUTION N0. 523 be approved and incorporated
ZONING & in the proposed "Prescott-Balmer Annexation."
SETBACKS
Mayor Kidd opened the hearing on the "Prescott-Balmer
Annexation" at 5:15 P. M..
Assessed valuation of reel property and improvements in
the above annexation total i!162,310.
PROTESTS
FILED Protests were filed by the Southern Pacific Co., Pacific

Electric Railway Co., Santa Ana-Tustin Mutual Citrus
Association, Lee Primrose, Shirley Harbinson and Bay-
shore Lumber Co. totaling $60,150.00 or 37.05%.
PRES- Councilman Tadlock moved, seconded by Councilman Byrd
COTT that the "Prescott-Balmer Annexation" hearing be closed.
BALMER Motion carried.
It was moved by Councilman Byrd, seconded by Councilman
Bacon that there was not a majority protest against the
"Prescott-Balmer Annexation." Motion carried.
FIRST Moved by Councilman Byrd, seconded by Councilman Humeston
READ- that ORDINANCE NO. 130 have its first reading in its
ING. entirety. Motion carried, all Councilmen voting Aye.
Councilman Bacon moved, seconded by Councilman Humeston
that the first reading of ORDINANCE NO. 130 be approved.
Motion carried, all Councilmen voting Aye.
CH. OF Councilman Humeston reported on the advertising agreement
COMM- with the Tustin Chamber of Commerce and stated they
ERCE would need a little more time to clear up a few points.
It was moved by Councilman Humeston, seconded by Council-
man Byrd that the City of Tustin extend congratulations
to the Tustin Presbyterian Church on their 75th Anniver-
sary. Motion carried.
PER- Mayor Kidd was granted permission to be gone from the
MISSION state until November 2nd, 1959, on motion of Councilman
FOR Tadlock, seconded by Councilman Bacon, and carried.
MAYOR TO
LEAVE Councilman Bacon moved, seconded by Councilman Tadlock
that ORDINANCE NO. 131, regulating Taxi Cabs, have its
first reading by title only. Motion carried. All
Councilmen voting Aye.
The bills were ordered paid on motion of Councilman Byrd,
seconded by Councilman Humeston and duly carried.

The meetinig was adjourned on motion of Councilman Byrd,
seconded by Councilman Tadlock and carried.
