AWARD OF CONTRACT FOR FIRST STREET SPECIFIC PLAN
RECOI~ENDATION:
That the Agency retain The Planning Center, land use consultants, to prepare the
First Street Specific Plan and instruct staff to prepare the necessary agreements and
authorize the Agency Chairman to execute said agreements when prepared,
Additionally, the Agency should increase the budget appropriation for this project
from that previously approved in the fiscal year 1985/86 budget of $55,000 to
$60,000.
DISCUSSION:
The Redevelopment Agency and City Council previously directed staff to cause the
preparation of a specific land use plan for First Street from the 55 freeway to
Newport Avenue. Requests for proposals to prepare said plan were mailed to 10
qualified consulting firms of which only four submitted proposals. The following
outlines proposals submitted: _

Since the bid prices are so close, staff does not consider the dollar amount to be a
significant factor in awarding this contract. Interviews of all four firms
submitting proposals were conducted by planning staff members who rated each proposal
based upon several criteria. In addition, Planning Commission Chairman Kathy Well
reviewed the proposals and submitted her written score sheet as well. The combined
ratings following the interviews revealed The Planning Center to be the most
qualified meeting the city's needs. The Planning Center of all consultants stressed
the economics of the market study to the greatest extent and also evidenced the most
comprehensive proposal and qualified individuals to verbally present their plan. In
addition, The Planning Center recently completed a similar project in the city of
Garden Grove known as the "Harbor Corridor Specific Plan" which provided staff with a
recent example of relevant work.
