CHANGE OF ZONE TO ROBILE HOME PARK DISTRICT (HHP) TO CONFOR~
WITH GENERAL PLAN
RECOI~ENDATION:
Staff recommends approval of Zone Change 85-8:
1. Have first reading of Ordinance by title only;
2. Introduce Ordinance No. 945.
BACKGROUND:
Earlier this year, staff conducted a survey of all properties in the city that
required either a General Plan Amendment or Zone Change in order that both
documents would be in conformance, a requirement of State law. The City Council
directed staff to start proceedings and bring these changes before the Planning
Commission and City Council for implementation. To date, the General Plan
Amendments have been completed and the Zone Changes have been before the
Commission. Each Zone Change has been recommended for change by the Commission
to the Council by a vote of five ayes and zero noes.
This is the second zone change of a total of six. The remaining zone changes
will be brought incrementally to the City Council.

DISCUSSION:
The General Plan land use designation for the site is Mobile Home Park
and was annexed into the city with an R-4, Suburban Residential District. A
portion of the project currently has a Mobile Home Park District (MHP), and the
remaining portion should be changed to reflect the existing use and General
Plan. Staff recommends a zone change to the Hobtle Home Park District.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
REZONING 15352 WILLIAMS STREET FRoM R-4 (SUBURBAN RESIDENTIAL)
DISTRICT TO MOBILE HOME PARK DISTRICT {MNP), AS SHOWN
IN EXHIBIT "A".
The City Council of the city of Tusttn does hereby ordain as follows:
I. The City Council finds and determines as follows:
A. That a proper application, (Zone Change No. 85-8) has been filed
by the city of Tustin to change the zone for 15352 Williams
Street from R-4 {Suburban Residential) District to Mobile Home
Park District (MHP), as shown in Exhibit "A".
B. That a public hearing was duly called, noticed and held on said
application.
That a zone change should be granted for the following reasons:
1. That the proposed change would bring the Tusttn Area
General Plan in conformance with the Zoning Map.
2. That the proposed change would not be detrimental to the
public health, safety, and welfare of the surrounding
property owners.
D. Development 'of subject property shall be in accordance with the
policies adopted by the City Council; Uniform Building Codes as
administered by the Building Official; Uniform Fire Code as
administered by the Orange County Fire Marshal; and street
improvement requirements as administered by the City Engineer.
E. In accordance with the requirements of the California
Environmental Quality Act Guidelines, the subject project will
not have a significant impact on the environment and therefore a
Negative Declaration is recommended to the City Council.
F. That the Planning Commission adopted Resolution No. 2233
recommending to the City Council that they adopt Zone Change
85-8.

The City Council hereby approves Zone Change No. 85-8, from R-4
(Suburban Residential) District to Mobile Home Park District (MHP)
for 15352 Williams Street, as shown in Exhibit "A".
PASSED AND ADOPTED at a regular meeting of the City Council, held on the

RECOMMENDING REZONING OF 15352 WILLIAMS STREET FROM R-4
(SUBURBAN RESIDENTIAL) DISTRICT TO MOBILE HOME PARK DISTRICT
(MHP), AS SHOWN IN EXHIBIT "A".
The Planning Con~nission of the City of Tustin does hereby resolve as
follows:
