AREA SR CTR 09-16-85 NEW BUSINESS Inter- Corn September 11, 1985 ~ TO: FROM: SUBJECT: Honorable Mayor and City Council Director of Community and Administrative Services 1986/87 REGIONAL COMPETITIVE GRANT PROGRAM--TUSTIN AREA SENIOR CENTER RECOMMENDATION Approve Resolution #85-94 authorizing the applications for grant funds under the Regional Competitive Program of the California Park and Recreation Facilities Act of 1984 for the Tustin Area Multiservices Senior Center. FISCAL IMPACT: If successful in the competition, $200,000. in state grant funds would be received by the City. No matching funds are required in this particular grant program. BACKGROUND The Regional Competitive Program is part of the California Park and Recreation Facilities Act of 1984, known as Proposition 18, and passed by the voters in June 1984. The Regional Competitive Program has $25 million available in fiscal year 1986/87 on a state-wide basis. As Council is aware, the Senior Center project has been in development for several years. The final Design Development Report is on this evening's Council agenda. The deadline for application for the Regional Competitive Grant program is October 1, 1985. Royleen A. White, Director Community and Administrative Services RAW/kaw Attachment: Resolution #85-94 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 85-94 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA APPROVING THE APPLICATION FOR GRANT FUNDS UNDER THE REGIONAL COMPETITIVE PROGRAM OF THE CALIFORNIA PARK AND RECREATION FACILITIES ACT OF 1984 FOR THE TUSTIN AREA MULTISERVICE SENIOR CENTER. WHEREAS, the people of the State of California have enacted the California Park and Recreation Facilities Act of 1984, which provides funds to the State of California and its political subdivisions for developing facilities for public recreational purposes; and WHEREAS, the State Department of Parks and Recreation has been delegated the responsibility for the administration of the program within the state, setting up necessary procedures governing application by local agencies under the program; and WHEREAS, said procedures established by the State Department of Parks and Recreation require the applicant to certify by resolution the approval of applications before submission of said applications to the state; and WHEREAS, said applications contain assurances that the applicant must comply with; and WHEREAS, the applicant agency will enter into an agreement with the State of California for development, rehabilitation, or restoration of the project: NOW, THEREFORE, BE IT RESOLVED that the Tustin City Council hereby: Approves the filing of an application for 1984 state grant assistance for the above project; and Certifies that said agency understands the assurances and certification in the application; and e Certifies that said agency has or will have sufficient funds to operate and maintain the project, and if the project is selected for state grant funding; and Certifies that said organization will provide construction plans and specifications to the state within one year of the appropriation of funds under this program and will commence work immediately after state approval; and 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 Appoints the City Manager as agent of the City of Tustin to conduct all negotiations, execute and submit all documents including but not limited to applications, agreements, amend- ments, payment'requests, and so on, which may be necessary for the completion of the aforementioned project.
