HomeMy WebLinkAboutRPT 2 55 FWY ADV COMM 09-16-85ENDA___ SEPTEMBER 5, 1985 ~ TO: FROM: S U BJ ECT: WILLIAM HUSTON, CITY MANAGER BOB LEDENDECKER, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER ROUTE 55 COSTA MESA FREEWAY CORRIDOR OPERATION ADVISORY COMMITTEE STATUS REPORT The initial meeting of the Route 55 Costa Mesa Freeway Corridor Operation Advisory Committee was held on April 25, 1985. This committee is being chaired by Mayor Jim Beam of Orange. The purpose of this committee is to act as an advisory group to CalTrans with respect to implementation of a demonstration project to provide a High Occupancy Vehicle (H.O.V.) or carpool lane along a portion of the Route 55-Costa Mesa Freeway. This demonstration project would extend approximately 12 miles between the San Diego Freeway {I-405) and the Riverside Freeway (Rte. 91) along both directions of the freeway. The intent of the H.O.V. lane would be to limit its use to vehicles containing two or more persons per vehicle. Three subcommittees have been established with the following Tustin representatives participating in each of the committees: Criteria and Evaluation Subcommittee ................ Bob Ledendecker Following is an activity schedule for the Advisory Committee: Initial Meeting of Advisory Committee ............... 4/25/85 Public Awareness Subcommittee Meeting ............... 7/9/85 Design/Operational Subcommittee Meeting ............. 7/23/85 Second Advisory Committee Meeting for Subcommittee Updates and Route 55 Commuter Survey Results ...... 7/29/85 Design/Operational Subcommittee Meeting ............. 9/3/85 CalTrans Hearing on Environmental Document (At Tustin Council Chamber) ....................... 9/19/85 Third Advisory Committee Meeting .................... 9/24/85 Certification of Environmental Document ............. Mid-Oct./1985 Tentative Date for H.O.V. Lane Implementation ....... Mid-Nov./1985 The potential for this H.O.V. lane stems from a restriping with a slight reduction in lane widths and the elimination shoulder. The lane reductions will be from twelve feet to on the Rte, 55 Freeway of the median eleven feet. The Design/Operational Technical Subcommittee will be recommending to the full Advisory Committee on 9-24-85 that the H.O.V. lane along Rte. 55 be implemented on a continuous 24 hour operation seven days per week in lieu of only during peak hour flows on Monday through Friday. This recommendation was based primarily on the safety, enforcement and extended periods of peak hour traffic flows along the freeway. SEPTEMBER 5, 1985 PAGE 2 Any recommendations of the committee are only advisory in nature and the final decision for implementation will be made solely by CalTrans. On September 19th a public hearing will be held at the Tustin City Council Chamber to receive public input on the proposed project. This hearing is being held as a part of the negative declaration/environmental assessment process. If the City has any concerns about this project, they can be addressed either at this public hearing or can be submitted in writing no later than October 5, 1985 to: W. B. Spring Street Los Angeles, CA 90012 If the City Council has any concerns they wish forward to CalTrans, it is requested that staff be advised at the September 16th Council meeting.
