ROUTE 55 COSTA MESA FREEWAY CORRIDOR OPERATION ADVISORY COMMITTEE
STATUS REPORT
As a follow-up to the previous September 5, 1985 status report, the following
information is provided:
The Advisory Committee voted and passed the following recommendation to
the Orange County Transportation Commission --- That a carpool express
lane be opened in the median of Route 55 from Route 91 to Route 405
consistent with the recommendations of the Technical Subcommittee; and
that the lane should operate on a 24 hour basis with a carpoool defined as
two or more people per vehicle. The carpool lane will operate on a
demonstration basis with the operation and performance of the project
reported weekly during the first 90 days; and finally that the criteria
and evaluation subcommittee will establish operational goals and specific
evaluation measures and will monitor and evaluate this test project
according to such specified criteria including, safety, violations, usage
and overall freeway operation.
Further, that the committee transmit the recommendations from the public
testimony at the Route 55 public hearing to the O.C.T.C. for
consideration.
Tustin voted against the motion based upon the following reasons:
1. Concern for the safety aspect as it relates to the project.
2. Project cost is borne by all motorists, but use of facility is
limited to carpool vehicles.
No guarantee that the designated two person carpool will not be
increased to a higher number of persons resulting in the
elimination of automobile usage.
Following is an activity schedule for the remaining events of this
project.
October 3, 1985 - S.C.A.G. Executive Committee action.
October 14, 1985 - Orange County Transportation Commission action.
Mid Oct., 1985 - Certification of Environmental Document.
Early Nov., 1985 - Final action by S.C.A.G.
Late Nov., 1985 - Rte. 55 Rehabilitation Project complete and tentative
date for H.O.V. implementation.
