The carpool lane will operate on a demonstration basis with the operation and performance of the project reported weekly during the first 90 days; and finally that the criteria and evaluation subcommittee will establish operational goals and specific evaluation measures and will monitor and evaluate this test project according to such specified criteria including, safety, violations, usage and overall freeway operation. Further, that the committee transmit the recommendations from the public testimony at the Route 55 public hearing to the O.C.T.C. for consideration. Tustin voted against the motion based upon the following reasons: 1. Concern for the safety aspect as it relates to the project. 2. Project cost is borne by all motorists, but use of facility is limited to carpool vehicles. No guarantee that the designated two person carpool will not be increased to a higher number of persons resulting in the elimination of automobile usage.
