HUSTON, EXECUTIVE DIRECTOR CIVIC CENTER SPACE NEEDS ANALYSIS RECO~ENDATION: That the Agency members authorize retention prepare the civic center space needs analysis. BACKGROUND: of John Bates Associates to The 1985-86 Town Center Project Area budget includes funds for preparation of the Civic Center Space Needs Study. The purpose of the study is to evaluate the City's civic center needs given growth since the civic center was constructed and future growth. By addressing this matter now, the City will be in a position to spend adequate time evaluating its needs and options. It is important to point out that the efficient and effective delivery of City services will guide the study; not any pre-conceived notion about what the civic center should be. The study will document space needs given staffing required to continue present levels of service and will explore conceptual approaches to providing identified space needs. Decisions about modifying the civic center, timing, financing, etc. could be made after the space needs analysis is completed and approved by the City Council. Four firms submitted proposals to prepare the analysis. The following firms were interviewed by the City Council Space Needs Committee and staff: 1. John Bates Associates 2. The Playa Group John Bates Associates was judged to be the most qualified firm based upon experience and approach to preparation of the analysis. The Agency budgeted $15,000 for the analysis. John Bates Associates will prepare the analysis for a fixed fee of $15,000. William A. My firm recently won a Pacific Coast Builders Conference Award for the design of Lakewood Civic Center in which we have dealt with many of the same parameters as associated with your project. Identify area of opportunity and action areas. Identify Master Plan concept alternatives. Concepts to be tested as to planning and cost parameters through work sessions. SCOPE OF WORK: Catalog of End Products per Task and/or description of Phase of Work. TASK #1: Analysis of Site 1. Definition and inventory of existing land use. (Text and/or Illustration) 2. Traffic circulation and parking. (Text and/or Figure) 3. Urban Design Issues. (Text regarding Scale and Character) TASK #2: Analysis of Space Needs, etc. 1. Define existing and projected space needs. (Text and/or Illustration) 2. Define special needs, i.e. functional relationships etc. (Text and/or Illustration) TASK #3: Synthesize Data 1. Define graphically per function and facility both space and parking requirements. (Quantative Illustration) 2. Assimilate and test these concepts on site plan to review constraints and opportunities. (Illustration) 3. Three alternatives developed from this data to assess planning concepts including pedestrian and vehicular circulation, landscaping and building relationships. (Three (3) Illustrations) 4. Development of Conceptual floor plan and architectual elevations. TASK #4: Suggest Alternatives be Evaluated strongly on planning efficaciousness. Conceptual developments of floor plan and elevations may be redundant if site plan development has deficiencies. Would only recommend pursuing at elevation massing level and conceptual floor plans if TASK #3 does not give us definitive direction. (Three (3) alternative Illustrations) TASK #5: Cost estimate as required on square footage basis. TASK #6: Six progress meetings as required and final · presentation to planning commission and city council. III. The Master Plan study which we developed for Lakewood parallels the study you have requested and its elements from Police Department to Community Building are almost identical. Please see attached. Ail of the team members for this project are available on an as-needed basis. This facility developed for EMA, Orange County has similarities in its phasing and land use analysis. Along with its diverse use requirement this facility adds another level of municipal experience quotient to our resume. Among other institution work completed are these facilities which are highly used and have won awards for design innovation.
