Attached to this report is the Planning Commission Report and copies of the zoning ordinances with accompanying maps. If this zone change is approved, the zoning will remain industrial but would allow additional uses to include: professional offices, general offices, retail businesses and service businesses. These uses are further defined in attached Exhibit "B". Each of these individual uses will require their own use permit. INDUSTRIAL TOP.C. INDUSTRIAL/BUSINESS FOR THE PROPERTIES KNOWN AS 15901, 15941, 15991REDHILL AVENUE The City Council of the City of Tusttn does hereby ordain as follows: I. The City Council finds and determines as follows: Ae That a proper application, (Zone Change No. 84-8) has been filed on behalf of the Paragon Group requesting authorization to add Exhibit B (Part III) as authorized uses and to change the name of the zone from PC Industrial to PC Industrial/Business. B. That a public hearing was duly called, noticed and held on said application. Ce That a zone change should be granted for the following reasons: 1. This change is in conformance With the Tustin Area General Plan. 2. That said rezone will not have any adverse impacts on the environment. D. Development of subject property shall be in accordance with the policies adopted by the City Council; Uniform Building Codes as administered by the Building Official; Uniform Fire Code as administered by the Orange County Fire Marshal; and street improvement requirements as administered by the City Engineer. E. Final'development plans shall require the review and approval of the Community Development Director. A Negative Declaration is hereby approved to conform with the California Environmental Quality Act. II. The City Council hereby approves the addition of Exhibit B (Part III) as authorized uses and to change the name of the zone from PC Industrial to PC Industrial/Business. In [979, the City Council adopted Ordinance 8[6 which changed the zone on certain properties in this area to allow retail and business office uses. Attached to this report are copies of both these ordinances and accompanying maps. In 1983, the Paragon Group constructed three (3) two-story structures at 15901, 15941, 1599~ Redhill Avenue and are in the process of leasing them out to prospective tenants. Enclosed is correspondence from the owner regarding the zone change. The property owner is now requesting authorization to change the zone from P.C. Industrial to P.C. Industrial/Business to allow the additional uses, subject to a use permit. This change would be in conformance with the Tustin Area General Plan. RECOIe4ENDATION: Recommend approval of this zone adoption of Resolution No. 2198. change (84-8) to the City Council by the MAC: do corn munity Development Department October 10, 1984 Mr. Donald Lam~ CITY OF TUSTIN Planning Department! 300 Centennial Way Tustin, CA 92680 Re= Warner/Red Hill Business Center - Zone Change Dear Mr. Lamm= In reference to our submission for a zone change at the Warner/Red Hill Business Center, we are attaching this letter to our application to ex~lain our reasoning for requesting such action. Our zone change proposal would be an amendment to our current zoning use. We wish to adopt the same zoning which was. previously approved for other parcels in this immediate area, zoned Planned Community Industrial and rezoned Planned Community Industrial/ Business. Our general reasons for this amendment are two-fold= (1) We wish to utilize the highest and best use for this land, and (2) we must adapt to the marketplace which is rapidly changing from R&D/Industrial to R&D/Office. The most critical aspect of this proposed change is the potential impacts it could have on traffic and noise levels in the area. Our studies of other developments in the area support our belief that no negative imPact~cur. In surveying several industrial/ business parks, we found the Von Karman Center on Von Karman Avenue to provide an excellent example of how our proposed zoning can work. On three no~al working days in September, we performed parking lot checks at the hours of 10=00 a.m. and 2=30 9.m. This center contains heavy office users such as Ultra Systems, Insurance Systems, Inc., AST Research and GTE Sprint. Ultra Systems and Insurance Systems, Inc., both have a four-per-1000- square-foot parking ratio for their 130,000 square feet and 26,000 square feet of space, respectively. They share parking facilities and have a total of 624 spaces between them. AST Research has the same parking ratio for their 53,000 square foot building. There we found an average of 182 cars parked of an available 212 spaces ranging,as low as 173 spaces and as high as 193 spaces. GTE Sprint had similar results. In addition, we surveyed other single-standing projects near Red Hill Avenue and MacArthur Boulevard. The First Fund Insurance Building at 17811 Cowan has a three-per-1000 parking ratio for their 15,000 square foot building with an average of 38 cars parked of an available 45 spaces. The Presley Companies Corporate Headquarters at 17911 Cowan also has a three-per-1000 parking ratio for their 18,000 square foot building with an average of 45 cars parked of an available 54 spaces. Note that we have surveyed users which historically have a high ratio of employees per square foot (i.e., insurance companies). In reality, office users need less parking and therefore cause less traffic on the streets surrounding their location. Users such as insurance companies and accountants -- typical office users -- have a high concentration of employees per square foot, but they also have a great deal of Space allocated to file storage, research libraries and conference rooms, thereby lowering the actual number of employees per square foot. In addition, recent leases by R&D tenants have shown an extremely high demand for parking. The number of employees per square foot has increased substantially because of the heavier reliance on computers and automation. We have concluded that there will be no negative effects at Warner/Red Hill if the proposed zoning is approved. Most likely, positive synergies will occur as a result. In addition, we have actively coordinated this planned effort with Gail Mulcahy and Mike Leblanc of the Irvine Company. They have given their full support in backing the decision of the City of Tustin. They feel t_hat because of the challenging marketplace, the rezoning is the most logical and sensible adjustment to make.. We look forward to working with you on this matter.
