AGREEMENT FOR STATE HIGHWAY/CITY OF TUSTIN ELECTRICAL UTILITIES
RECOMMENDATION:
That the Tustin City Council, at their meeting of December 17, 1984, adopt the
attached Resolution approving the Agreement for sharing cost of State Highway/City
of Tustin electrical facilities and authorize the Mayor to execute said Agreement
on behalf of the city and subject to the City Attorney's final approval.
BACKGROUND:
The attached Agreement provides for the sharing cost on a pro-rata basis for
electrical utilities at six locations within the city where State highways and
City streets require traffic signalization.
This Agreement will supersede portions of the previous Agreement for maintenance
of State highways dated July 1, 1966 and which is currently in effect.
DISCUSSION:
The following six intersections:
o Southbound I-5 ramps at Redhill Avenue
° Northbound I-5 ramps at Redhill Avenue
° Southbound I-5 ramp. at Newport Avenue
° Northbound Rte. 55 ramp at Edinger Street
° Northbound Rte. 55 ramps ~ 1trine Boulevard
° Northbound Rte. 55 ramps @ Seventeenth Street
will be covered by this Agreement and provides for a shared cost for all
electrical utilities on the basis of the number of legs at each intersection
within the respective jurisdictions.
There will be no additional cost to the city as a result of this Agreement, but
only a simplification and clarification of the cost distribution of said
electrical utilities.

The attached Resolution provides for the City Council approval of said Agreement
and authorizes the Mayor and City Clerk tO sign the same on behalf of the city.
This Agreement has been forwarded to the CiTM Attorney's office for his review and
approval.

RESOLUTION NO. 84-104
RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN APPROVING AGREEMENT FOR COST SHARING
OF STATE HIGHWAYS IN THE CITY OF TUSTIN
WHEREAS, the State of California, through its Department of
Transportation has presented an Agreement for cost sharing of the State
highways in the City of Tusttn effective as of December 17, 1984 and to remain
in effect until amended or terminated.
WHEREAS, the Tustin City Council has heard/read said Agreement in
full and is familiar with the contents thereof:
THEREFORE, be it resolved by the City Council of the City of Tustin
that said Agreement for cost sharing of the State highways in the City is
hereby approved and the Mayor and the City Clerk are directed to sign the same
on behalf of the City.

by and through the Department of Transportation, hereinafter referred to as
"STATE" and the CITY of TUSTIN hereinafter referred as to
CITY.
WITNESSETH :
This agreement shall supersede any previous agreement and/or ~nts
thereto for sharing State incurred costs in the CITY with the CITY.
EI2L-.~iCAL F~ILITIES
Electrical facilities include flashing be__~cons, traffic signals,
traffic-sigr~l systems, safety lighting and sign lighting on the
State 8igh~ay System.
The cost of operating and maintaining flashing beacons, traffic sigr~ls,
traffic-signal syst=m~, safety lighting, and sign lighting now in place at
the intersection of any state highway route and any city street/road sh~l 1
be shared as shown in Exhibit A.
Basis for billing:
It is agreed that monthly billings for flashing beacons,
traffic signals, and traffic-sig~l systems shall be
based on acb,~l intersection costs which are as follows:
o Maintenance
- ~hor including overhead asses~nt

. Materials
· Miscellaneous expenses
o Electrics_ 1 energy
It is agreed that monthly billings for safety lighting and sign lighting
sb~l I be based on calculated unit costs derived by averaging District-wide
costs each month. Costs are as follows:
- Labor including overhead asses~nt
-Other expenses
· ~qui~nt
· Materials
· Miscellaneous expenses
o Electrical energy
It is agree~___ that monthly billings for utility-owaed and m~ntained
lighting will be based on calculated unit costs derived from utility
cc~pany billings.
Exhibit A will be amended as necessary by written concurrence of both
parties to reflect cb~anges to the system.
