'84-~85 PAVEMENT REHABILITATION AND ASPHALT CONCRETE OVERLAY PROGRAM RECOMMENDATION: It is recommended that the City Council, at their meeting of December 17, 1984, award the contract for subject project to R. J. Noble Company of Orange, CA in the amount of $229,452.56 and authorize staff to add additional work to contract to utilize all of the funds which have been allocated for this project. BACKGROUND: In April of 1983 staff completed a detailed inventory of every street in Tustin, determining the relative condition of the pavement of each street. From this survey a five year program of street maintenance was established for the period from F.Y. ~84-'85 to F.Y. '88-'8g. Based on critical need, 15 streets were originally designated to receive heater remix and asphalt concrete overlay in F.Y. '84-~85 or the first year of the five year program. Due to a funding shortfall in F.Y. '84-185, six of these fifteen locations were deleted and re-scheduled to F.Y~ '85-~86. Bids for the nine remaining locations were opened on December 11, 1984 at 9:00 A.M. and were received as follows: Contractor Business Location Bid R.J. There is presently $288,900.00 allocated for this project. The City of Santa Ana has agreed to participate in this project for a portion of McFadden Street which lies within their territory. The share ratio breakdown of the low bid amount is as follows: Santa Ana Share Tusttn Share Total Bid $14,496.63 $214,955.93 $229,452.56 Thus, of the $288,900.00 allocated for the project we have $73,944.00 in surplus funding. Staff proposes to add to this contract the six locations which were originally deleted from this project. DECEMBER 11, 1984 PAGE 2 These six locations are now critically in need of maintenance.
