1. CALL TO ORDER
The meeting was called to order by Mr. Hoesterey at 8:11 p.m. in the City
Council Chambers, 300 Centennial Way, Tustin, California.

It was moved by Edgar, seconded by Saltarelli, to approve the minutes of
the November 19, 1984, meeting. The motion carried 3-0, Greinke and
Kennedy absent.
AUTHORIZATION TO SEEK PROPOSALS FOR PREPARJ~TION OF A~I EliVIRONNENTAL IMPACT'
REPORT - SOUTH/CENTRAL REDEVELOPMENT PROJECT AREA
As recommended in the inter-rom dated November 27, 1984, prepared by the
Co~)b~iunity Development Department, it was moved by Edgar, seconded by
Saltarelli, to direct staff to seek proposals for the preparation of an
EIR concerning expansion of the South/Central Redevelopment Project Area.

ANENOMENT TO THE SOUTH/CENTRAL REDEVELOPMENT PROJECT - RESOLUTION NO. RDA
84-16
Following consideration of the inter-rom dated December 3, 1984, prepared
by the Community Development Department, it was moved by Edgar, seconded
by Saltarelli, to adopt the following:
RESOLUTION NO. I~J)A 84-16 - A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE
CITY OF TUSTIN ADOPTING A PRELIMINARY PLAN FOR AMENDMENT TO THE SOUTH/
CENTRAL REDEVELOPMENT PROJECT
The motion carried 3-0, Greinke and Kennedy absent.
RDA ANNUAL REPORT FOR FY 1983-84 - RESOLUTION NO. RDA 84-15
Pursuant to the recommendation contained in the inter-rom prepared by the
Executive Director dated December 3, 1984, it was moved by Saltarelli,
seconded by Edgar, to adopt the following:
RESOLUTION NO. ~J)A 84-15 - A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE
CITY OF TUSTIN APPROVING AND TRANSMITTING THE ANNUAL REPORT FOR FY 1983-84

Following a brief question-and-answer period, the motion carried 3-0,

8. FINAL ACCEPTANCE - COLU)I)US-TUSTIM k~LL PROJECT, PHASE I - RESOLUTION NO.
RDA 84-18
Pursuant to the recommendation contained in the inter-com prepared by the
Director of Public Works dated November 27, 1984, it was moved by Edgar,
seconded by Saltarelli, to adopt the following:
RESOLUI'IO# NO. RDA 84-18 - A RESOLUTION OF THE TUSTIN COMMUNITY REDEVELOP-
MENT AGENCY OF THE CITY OF TUSTIN ACCEPTING WORKS OF IMPROVEMENT AND
AUTHORIZING RECORDATION OF NOTICE OF COMPLETION FOR COLUMBUS-TUSTIN WELL
PROJECT - PHASE I (Stang Hydronics)
Carried 3-0, Greinke and Kennedy absent.

9. OTHER BUSINESS
Mr. Edgar led discussion regarding the merits of allocating Redevelopment
funds for off-site improvements to the senior citizen housing project on
Mitchell Avenue, as requested by applicant Mark Ferguson, on the condition
that it receive HUD approval under Title 8 housing.
The motion by Edgar to approve use of Redevelopment funds in the amount of
$8900 for of¥-sife improvements for subject project, on the condition that
HUD approve same under Title 8 housing, died for lack of a second. 81
The City Attorney responded to Mr. Edgar that the matter would be better
discussed with a quorum present, due to Mr. Saltarelli's conflict of
interest on same.

At 8:18 p.m., the Redevelopment Agency meeting was adjourned, in accor-
dance with City Council action to reschedule the December 17 meeting, to
the next adjourned regular meeting on Tuesday, December 18, 1984, by
unanimous informal consent.
