RECOMMENDATION:
That the Tustin Community Redevelopment Agency, at their meeting of December 3,
1984, adopt the attached Resolution approving plans and specifications for the
Columbus-Tustin Well Wellhead Facilities and directing the Secretary of the Agency
to re-advertise for bids.
BACKGROUND:
On November 5, 1984, the Tustin Community Redevelopment Agency authorized the
advertisement of bids for the Col umbus-Tustin Well Wellhead Facilities - Phase
II. Bids were scheduled to be opened at 10:00 a.m. on November 27, 1984, but no
bids were received. It is felt that the accelerated bid period and the
Thanksgiving holiday did not provide adequate time and notice to the bidders.
An amount of $400,000 has been budgeted for the Columbus-Tustin Well Project. To
date, approximately $205,000 has been expended with the completion of Phase I.
DISCUSSION:
The attached Resolution provides for the Redevelopment Agency's re-approval of
plans and specifications for the Columbus-Tustin Well Wellhead Facilities and
authorizes the Secretary to re-advertise for bids for Phase II of the said
project.
The estimated cost for Phase II is $211,000.00 depending upon the final bid
amounts. A supplemental budget appropriation may be necessary.
The following is a revised tentative schedule for this project:

A RESOLUTION OF THE TUSTIN COMMUNITY REDEVELOPMENT
AGENCY OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING
PLANS AND SPECIFICATIONS FOR COLUMBUS-TUSTIN
WELLHEAD PROJECT AND DIRECTING THE SECRETARY TO
ADVERTISE FOR BIDS
WHEREAS, it is the intention of the Redevelopment Agency of the City
of Tustin, California, to construct a wellhead facility at Prospect Avenue and
Beneta Way, and;
WHEREAS, the City Engineer has presented plans and specifications for
the construction of said work;
NOW THEREFORE, BE IT RESOLVED that the plans and specifications
presented by the City Engineer be and are hereby approved as the plans and
specifications for:
COLUMBUS-TUSTIN WELLHEAD PROJECT
BE IT FURTHER RESOLVED that the Secretary is hereby authorized and
directed to advertise as required by law for the receipt of sealed bids or
proposals for the doing of the work specified in the aforesaid specifications
which said advertisement shall be substantially in the following words and
figures to-wit:
"NOTICE TO CONTRACTORS"
SEALED PROPOSALS will be received at the office of the Tustin
Community Redevelopment Agency Secretary, Tusttn City Hall, 300 Centennial Way,
Tustin, California, until 10 a.m. on the 8th day of January, 1985, at which
time they will be publicly~ and read, for performing work as follows:

The foregoing quantities are approximate only being gtven as a basts for
! the comparison of bids, and the Tustin Community Redevelopment Agency does
not, expressly or by implication, agree that the actual amount of work wtll
2 correspond therewith, but reserves the rlght to increase or decrease the
amount of any class or portion of the work or to omit portions of the work as
3 may be deemed necessary or advisable by the £ngtneer.
4 Plans, specifications and proposal forms to be used for bidding on this
)roject can only be obtained by prospective bidders at the office of the
5 Agency Secretary, Tustin City Hall, 300 Centennial Way, Tustin, California,
92680, upon payment of $15.00 per set, which amount shall be non-refundable.

Plans and specifications will be mailed out upon payment of $20.00 per
? set, which amount shall be non-refundable.
8 In conformance with Section 37931 of the Government Code, all bids shall
be presented under sealed cover on the proposal form provided and accompanied
9 by one of the following forms of bidder's security:
10 a. Cash
b. Cashier's check made payable to the Tustin Community Redevelopment
11 Agency.
c. Certified check made payable to the Tustin Community Redevelopment
12 Agency.
d. Bidder's bond executed by an accredited surety insurer, made payable
13 to the Tusttn Community Redevelopment Agency.
14 The security shall be in an amount equal to at least ten percent (10~)
of the amount of the bid. A bid shall not be considered unless one of the
15 forms of bidder's security is enclosed therewith.
]O A Security Bond for payment of labor and materials will be required in
the amount of fifty percent (50%) of the estimated total contract price and a
17 Faithful Performance Bond in the amount of one hundred percent (100~) of the
estimated total contract price in the form attached to the contract
18 documents. Said bonds shall be issued by a Surety Company rated grade A or
better and Class IX or better by the latest edition of Best's Key Rating
19 Guide.
20 The Tustin Community Redevelopment Agency reserves the right to reject
any or all bids, and/or waive any informality on a bid. No bidder may
2! withdraw his bid for a period of thirty (30) days after the date set for the
opening thereof.

The contract will be awarded to the lowest qualified bidder.

All work to be done under the direct supervision of the City Engineer,
24 City of Tustin.
25 All work to be paid for at the unit prices bid from appropriated monies.
26 Pursuant to California Government Code Section 4590, the Contractor will
be entitled to post approved securities with the Agency or an approved
27 financial institution in order to have the Agency release funds retained by
the Agency to ensure performance of the Contract.

The Tustin Community Redevelopment Agency has obtained from the Director
of Industrial Relations the general prevailing rate of per diem wages and the
general prevailing rate for legal holiday and overtime work in the locality
in which the work is to be performed for each craft or type of work needed
and a copy of the same is on file in the office of the Agency Secretary.
Not less than said prevailing rates shall be paid to workers employed on
this public works contract as required by Labor Code Sections 1771 and 1774
of the State of California.
PASSED AND ADOPTED by the Tustin Community Redevelopment Agency of the
City of Tustin, California, this 3rd day of December, 1984.
