HomeMy WebLinkAboutCC 7 TRAFFIC SIG INST 11-19-84DATE: NOVEMBER 6, 984 Inter-Corn TO: FRDH: S UBJ ECT: WILLIAM HUSTON, CITY MANAGER BOB LEDENDECKER, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER AUTHORIZATION TO ADVERTISE FOR BIDS - TRAFFIC SIGNAL INSTALLATION AND MODIFICATION AT VARIOUS INTERSECTIONS RECOMMENDATION: That the Tustin City Council, at their meeting of November 19, 1984, adopt the attached Resolution approving the plans and specifications for installation and modification of traffic signal improvements at various intersections and directing the City Clerk to advertise for bids. BACKGROUND: The approval of-the 1984-85 Capital Improvement Budget included the installation of a new traffic signal facility at the intersection of Walnut Avenue and Cherrywood Lane in the amount of $58,500.00. This installation at Walnu~ Avenue and Cherrywood Lane will help reduce the current problem of westbound motorists detouring through the two adjacent ' residential developments in order to bypass the four-way stop intersection during the P.M. traffic hours. DISCUSSION: The attached Resolution provides f°'r th-e-approval of plans and specifications for the installation and modification of traffic signal improvements at the following locations; New installation at Walnut Avenue and Cherrywood Lane Modification at Walnut Avenue at Oxford Avenue Modification 'at Walnut Avenue at Browning Avenue Modification at Walnut Avenue at Franklin Avenue and, directs the City Clerk to advertise for bids. In order that all four above mentioned signals along Walnut Avenue can be synchronized in a progressive manner, it will be necessary to modify the existing facilities at the three above mentioned intersections. These modifications will consist of time clock installations within the existing controllers to provide for synchronization between the intersections to provide the minimum amount of stoppage along Walnut Avenue. Ultimately, a hardwire interconnect will be utilized along Walnut Avenue when funds are available. This interim modification utilizing time clocks will be more than sufficient during the interim period. NOVEMBER 6, 1984 PAGE 2 The estimated cost for the new installation is $63,700.00 and the cost to modi'fY the three existing intersections is $3,750.00 for a total estimated project cost of $67,450.00. Depending upon the outcome of the competitive bid process, it may be necessary to budget additional funds for this project. The exact amount, if any, will be determined after bids have been opened. Plans, specifications and proposal forms to be used for bidding on this project can only be obtained by prospective bidders at the office of the City Clerk, Tustin City Hall, 300 Centennial Way, Tustin, California, 92680, upon payment of $10.00 per set, which amount shall be non-refundable. Plans and specifications will be mailed out upon payment of $15.00 per set, which amount shall be non-refundable. In conformance with Section 37931 of the Government Code, all bids shall be presented under sealed cover on the proposal form provided and accompanied by one of the following forms of bidder's security: 8 9 10 a. Cash 11 b. Cashier's check made payable to the City of Tustin. c. Certified check made payable to the City of Tustin. 12 d. Bidder's bond executed by an accredited surety insurer, made payable to the City of Tustin. 13 The security shall be in an amount equal to at least ten percent (10%) 14 of the amount of the bid. A bid shall not be considered unless one of the Forms of bidder's security is enclosed therewith. 15 A Security Bond for payment of labor and materials will be required in 16 the amount of fifty percent (50%) of the estimated total contract price and a Faithful Performance Bond in the amount of one hundred percent {100%) of the 17 estimated total contract price in the form attached to the contract documents. Said bonds shall be issued by a Surety Company rated grade A or 18 better and Class IX or better by the latest edition of Best's Key Rating iuide. 19 The City of Tustin reserves the right to reject any or all bids, and/or 20 valve any informality on a bid. No bidder may withdraw his bid for a period of thirty (30) days after the date set for the opening thereof. 21 The contract will be awarded to the lowest qualified bidder. 22 All work to be done under the direct supervision of the City Engineer, 23 City of Tustin. 24 All work to be paid for at the unit prices bid from appropriated monies. 25 Pursuant to California Government Code Section 4590, the Contractor will be entitled to post approved securities with the City or an approved financial 26 institution in order to have the City release funds retained by the City to ensure performance of the Contract. 27 28 A-3 1 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 23 24 25 27 28 The City Council of the City of Tustin has obtained from the Director of Industrial Relations the general prevailing rate of per diem wages and the general prevailing rate for legal holiday and overtime work in the locality in which the work is to be performed for each craft or type of work needed and a copy of the same is on file in the office of the City Clerk. Not less than said prevailing rates shall be paid to workers employed on this public works contract as required by Labor Code Sections 1771 and 1774 of the State of California.
