RESOLUTION OF REQUEST FOR 17TH STREET PROPOSED ARTERIAL HIGHWAY
FINANCING PROGRAM (AHFP) PROJECT
RECOMMENDATION:
It is recommended that the City Council, at their meeting of November 5, 1984,
adopt the attached Resolution requesting the County of Orange to include within
the AHFP Program the improvement of 17th Street from the Costa Mesa Freeway to
Prospect Avenue north.
BACKGROUND:
Per the AHFP procedural manual, City's must include a resolution of request with
submittals for ~equested AHFP projects.
This project, as it is being submitted, proposes construction on 17th Street
between the Costa Mesa Freeway and Prospect Avenue north which consists of:
construction of raised concrete medians where none now exist, heater remix,
asphaTt concrete overlay, repair of broken curb, repair of broken sidewalk;
traffic striping and signing to provide six travel lanes. The project, if
approved by the County, would be funded with City funds, AHFP funds, and County
road department funds as tabulated below:
City Funds ............................ $194,350.00
AHFP Funds ............................ 56,450.00
County Road Department Funds .......... 13,900.00
TOTAL PROJECT COST ...... $264,700.00
All of the improvements proposed would be accomplished within the existing roadway
and no widening is proposed. Deletion of parking would be required to allow for
the six travel lanes proposed. If the project is approved, the City will be
required to fund its share in the 1985-86 budget.

RESOLUTION NO. 84-93
RESOLUTION OF THE COUNCIL OF-THE CITY OF TUSTIN REQUESTING
THE COUNTY OF ORANGE TO INCLUDE WITHIN THE ARTERIAL HIGHWAY
FINANCING PROGRAM THE IMPROVEMENT OF SEVENTEENTH STREET
BETWEEN THE COSTA MESA FREEWAY AND PROSPECT AVENUE NORTH
WHEREAS, the City of Tustin desires to i~rove Seventeenth Street
between the Costa Mesa Freeway and Prospect Avenue north, and
WHEREAS, Seventeenth Street is an important artery in the County of
Orange and of general County interest, and
WHEREAS, Article 2 and Article 3, Chapter 9, Division 2 of the
Streets and Highways Code authorizes a County, if it so desires, to expend
funds apportioned to it out of the California Highway Users Tax Fund for aid to
any City in the improvement, construction or repair of a street within a City,
and
WHEREAS, the Board of Supervisors intends to, by appropriate action,
)rovide in the County Road budget for the Fiscal Year 1985-86 a sum of money
for the improvement of streets within the incorporated cities of the County in
accordance with the Orange County Arterial Highway Financing Program.
NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Tustin
hereby requests the Board of Supervisors of the County of Orange to allocate to
said City from County Funds the amount of $56,450.00, said amount to be matched
by funds from said City, to be used to aid said City in the improvement of
Seventeenth Street between the Costa Mesa Freeway and Prospect Avenue north,
said improvements to be in accordance with the attached project statement;
BE IT FURTHER RESOLVED that the Board of supervisors of the County of
Orange is hereby requested to find that said improvements on Seventeenth
Street, in the manner provided, is in the general County interest.
BE IT FURTHER RESOLVED that, by this Resolution, the City of Tustin
agrees with the basic concepts of the Arterial Highway Financing Program; and
further agrees that its share of the cost of improvements and rights of way
will be available for the fiscal year 1985-86.
