NEGATIVE DECLARATION FOR COLUMBUS/TUSTIN PARK FIELO RENOVATION AND
LIGHTING PROJECT
DISCUSSION:
The Community Set-vices Department will be submitting grant applications for
renovation and lighting improvements at the Columbus/Tustin Park. Pursuant to
State law, this project must comply with the requirements of the California
Environmental Quality Act.
The Community Development Department has prepared the attached Negative
Declaration of Environmental Impact which was filed on October 26, 1984. At
this time it would be appropriate for the City Council to accelTt staff's filing
of a Negative Declaration to facilitate the Community Services Department's
State Grant application.
RECOI~ENDATION:
That the City Council by Minute Order approve the filing of a Negative
Declaration for the Columbus/Tustin Park athletic field renovation and lighting
project.

The Community Development Department has conducted an initial study for the.
above project in accordance with the City of Tustin's procedures regarding
implementation of the California Environmental Quality Act, and on the basis of
that study hereby find:
That therq .is no substantial evidence that the project may have a
~ significant effect on the environment.
That potential significant affects were identified, but revisions have
F'] been included in the project plans and agreed to by the applicant that
would avoid or mitigate the affects to a point where clearly no
significant effects would occur. Said revisions are attached to and
hereby made a part of this Negative Declaration.
Therefore, the preparation of an Environmental Impact Report is not required.
The initial study which provides the basis for this determination is on
file at the Community Development Department, City of Tusttn. The public
is invited to comment on the appropriateness of this Negative Declaration
during the review period, which begins with the public notice of a
Negative Declaration and extends for seven calendar days. Upon review by
the Community Development Director, this review period may be extended if
deemed necessary.

COLUMBUS-TUSTIN
ATHLETIC FIELD RENOVATION
& LIGHTING PROJECT PROPOSAL
Columbus-Tustin Park is located in the City of Tustin in Orange County,
California on the corner of Prospect Street and Irvine Avenue. The park
is adjacent to an intermediate school owned by the Tustin Unified School
District. The park is partially developed at the present time, and contains
four lighted tennis courts, 2 lighted softball fields, 2 non-lighted
softball fields, restrooms, and a parking lot. The park development
completed to date was done under a joint agreement with the City of Tustin,
County of Orange, and the Tustin Unified School District, which established
community recreation and park use~of the facilities until the year 2026.
Future plans for the site call for lighting the two unlighted softball
fields, construction of a gymnasium and recreation activities building,
additional parking facilities, and landscaping of a passive park area.
The proposed project submitted for development in the 1985-86 fiscal year
includes the installation of multi-use lighting on the two non-lighted fields,
turf renovation on these same fields, and repairs to the backstops on the
fields. The improvements will provide much needed lighted fields for both
youth and adults in the Tustin area. Strong community support from youth
sports groups and adult softball leagues has been expressed.

The remaining phases of Columbus-Tustin Park, including the gymnasium and recreation
activities building, are delayed pending the completion of a life estate~
agreement effecting 1+ acres of the park land. Funding ~for the gymnasium,
activity buil'ding, and parking lot was awarded under the 1980 Bond Act,
and is being held until development can occur.
The Columbus-Tustin Athletic Field renovation and lighting project will
be a cooperative project with the Tustin Unified School District. Manpower
'for field renovation will b~ supplied by the District, and supplies by the
City. Maintenance of the facility is shared by the City and District as
explained in the attached agreement.
The lighting system proposed will provide high quality recreational lighting
with minimal environmental impacts. The closest residential development
is 300-400 ft. away and screened by trees. Energy efficiency is a
primary concern. 1500 watt metal hallide fixtures are proposed, using
approximately 30% less energy than the existing system on fields 1 and 2.
