CEIVED Wi 1 Ti am Hu~/t~n, City Manager CITy MANAGER Ronald A.~'~'~ Finance Director Proposition ~ - Appropriation Limitation for Fiscal Year 1984-85 RECOMMENDATION Adopt attached Resolution No; 84-73 setting the City of Tustin 1984-85 appropriation limit at $12,837,866. BACKGROUND Article X!IIB was added to the State Constitution as a result of the 11/79 general election. The intent of this constitutional amendment is to separate governmental revenue between taxes and non-taxes, then limit the growth in tax revenues to the increased cost of goods and services experienced by the general population. Section 7910 of the Government Code requires a public hearing prior to adopting a resolution, setting the annual appropriation limit. DECISION Approximately May I of each year the Stat~ Department of Finance must provide us with the price and population data for local jurisdiction. This years' price factor uses the March to March Consumer Price Index growth of 4.74%. The growth in the CPI for this period was less than the increase in per capita income. The net population as of January 1, 1984 has been adjusted to 36,706 for.an adj- usted annual growth of .44%'. The certified population of 84/85 is 40,270. The attached worksheet illustrates the steps required to determine the appropri- ations limit for 84/85. Net appropriations subject to limit are $12,837,866 leaving us with a positive variance of $1,523,846. The basis of these factors is the adopted 84/85 budget. The City Council of the City of Tustin does hereby resolve as follows: WHEREAS, Article XIIIB was added to the Constitution of the State of California at a general election held November 6, 1979; and WHEREAS, an annual appropriation limit must be determined for this City !ffective for the fiscal year beginning July 1984; and IHEREAS, the appropriations limit must be'adhered to in preparing and adopting this City's annual budget; NOW, THEREFORE, THE City Council of the City of Tustin does hereby resolve and order as follows: Section 1: In aocordance with Article XIIIB of the Constitution of the State of California, and Section 7910 of the Government Code and as set forth in detail in the attached Exhibit "A" that the appropriations limit for the fiscal year beginning July 1, 1984 is $12,837,866. Section 2: The appropriations limit shall not be exceeded in the proposed budget nor by any proposed amendment to the budget. The appropriations limit for the fiscal year beginning July 1, 1984 is $12,837,866. Detailed information is available for review in the Finance Department at Tustin City Hall.
