Dear blt. Huston:
As Chairman of the National Councll on Fire Prevention
TAC-1 (Tustin Area Council - 1st pilot study in the
nation), I am requesting to appear before the council
to ask for funds to purchase 100 smoke detectors to
be installed, free of charge (by the Tustin Fire Explorcrs~,
in the mobile home parks in which many of Tustin's
senior citizens reside. The council antic[pates purchasing
the smoke detectors for approximately $10 each. It is
initially intended by the council that in the implementation
of our program to make the Greater Tustin Area 100% snake
detector protected, the free smoke detectors (free detectors
are stage one of the program for the senior citizens and
needy) will be installed in Tustin's three oldest mobile
home parks. '
On August 16, 1982, the City or- Tustin passed a resolution
to "support this voluntary community fire safety project..."
a copy of which is enclosed.
In this correspondence, I will not take up your time
detailing the council's progress since it formed and then
first met formally in January, 1983. b'knyor Kennedy is somewhat
knowledgeable of the goals and objectives of the council as
she attended the August 1983 meting, representing the City,
when The Honorable Fred J. Villela, then Deputy Executive
Director of the Federal Emergency Managment Agency in Washington,

CALIFORNIA, SUPPORTING A COM~JNITY FIBE SAFETY PROJECT IN
THE GREATER TUSTIN AREA WHICH UTILIZES C0~9~JNITY V~UNTEERS
INVOL¥~:u IN FIRE PREV~TIC~ ACTIVITIES
WHEREAS, the Board of SuperVisors, on February 9, %982, unani-
nously approved Resolution No. 82-204 which au~horized the Orange County
Fire Department to enter into a cooperative agreement with the United States
Fire ~m~nistration to send a ~epar~ment m~her to Washing~on, D.C. for par-
ticipation in a pilot program intended to prc~ote fire prevention through
~itizen volunteers ac~.lvely engaged in fire prevention work; and
WHEREAS, the data collect-ton phase of this program has been ~
~leted and ini~'ial findings indicate-the unincorporated and incorporated
~reas in the greater Tustin area be selected to serVe as a national focal
point for the reduction of life and property damage due to fire; and
WHEREAS, the Board of SuperVisors recognizes the success .of thi~
volunteer program dapends upon strong leadership, ac~lvie participa~on, an
dedication to community safety and wishes to thank all m--hers for their
~nvolve~ent in c~-~,'.nity fire prevention actzLvitiee;
NOW THEREFORE, BE IT RES~VED, that the City Council of Tustin~
3upports this voluntary c~munity fire safety project as an effor~ to reduce ~
life and property losses due to fire as well as a potential for improving/
fire prevention activities at no expense to the taxpayer.
