Huston, City Manager Director of Community and Administrative Services COLUMBUS TUSTIN PARK IMPROVEMENTS RECOMMENDATION Pleasure of the Council. BACKGROUND The Council has requested the cost of improvements for the park area northerly of Beneta Way between Prospect Avenue and the easterly boundary of the Columbus Tustin park site. Staff requests that the Council also consider some optional increments should this project be funded. The water well site could be landscaped as an increment to this project, as well as the park area southerly of Beneta Way. The area southerly of Beneta Way is recommended for inclusion into the project becuase if the northern side is done and the southern side is not, the southern side would probably by contrast be a "sore thumb". This is suggested because it appears to be an aesthetic issue with the neighbors; staff surmises that the south side would be as offensive as the north side. The fourth option is inclusion of a parking lot since the area is underparked. While staff wishes to be responsive to residents in the area, staff does caution that this is a large expenditure for a park site without a master plan. As Council will recall, the Columbus Tustin Master Plan was brought to the Council early in 1983. At that time Council felt'that it should wait until the Master Plan for the entire City was complete. That Master Plan has since evolved into the Recreation Element of the General Plan, which has been scheduled for Council consideration October 15. Conceivably, the Columbus Tustin Master Plan could come to Council at its first meeting in November, should Council desire. The improvements include soil amendments, irrigation, concrete work, turf, trees, sidewalks, water main, and landscaping. For Council information, the following options are available: Northern parcel only, (Northerly of Beneta Way between Prospect Avenue and the easterly boundary of the park site) Sub-total Northern: 2.
