HomeMy WebLinkAboutCC MINUTES 1958 08 04 MINUTES OF A REGULAR MEETING OF THE TUSTIN CITY COUNCIL, AUGUST 4th, 1958 COUNCILMEN PRESENT: Bacon, Tadlock, Humeston & Byrd. COUNCILMEN ABSENT: Kidd CITY ATTORNEY: Dennis D. Hayden, present. Meeting was called to order promptly at 7:30 P. M. by Mayor m Pro tem Bacon. TOTAL The City Clerk read his Certification of total assessed val- VALUATION uation of real property and his findings as to the total & TOTAL assessed. valuation of protests pertaining to the proposed PROTESTS "Greater Tustin Annexation" filed in his office up until READ. 5:00 P. M. August 4, 1958. Total valuation of real property was $1,760,910. Total protests filed $994,917 or 56.5%. On motion of Councilman Tadlock, seconded by Councilman Byrd and carried, the Clerk's Certification on the above annexation was ordered received and filed. Motion of Councilman Byrd, seconded by Councilman Humeston, that requests for withdrawal as signers of the "Greater Tustin Annexation" protest petition to the extent of $5,940.00 be allowed. Motion carried. RESOLUTION Motion of Councilman Tadlock, seconded by Councilman Humeston N0. 447 that RESOLUTION NO. 447, terminating the proposed "Greater ADOPTED Tustin Annexation" be adopted. Motion carried, all Councilmen present voting Aye. Mr. Buel A. Williamson, owner of property within the annexation just terminated, complimented the Council on their conduct during the proceedings. Minutes of prior regular and adjourned meetings were approved as mailed, on motion of Councilman Tadlock, seconded by Council- man Humeston. CENTURY SIGN A letter was read from the Century Sign Company asking permission COMPANY ASKS to erec~t a sign at the corner of First Street and Tustin Avenue TO ERECT on the Tubbs property for the Carriage Estates. On motion of SIGN. Councilman Byrd, seconded by. Comncilman Tadlock, that permission be granted to erect the above sign on condition that it be located far enough from the street that no visibility would be obstructed. Motion carried. BIDS READ Motion of Councilman Byrd, seconded by Councilman Tadlock that ON STREET the Clerk open and read the four bids on the proposed improve- IMPROVEMENT ment on 2rid Street, California Street and Main Street. Motion carried. The following bids were received and opened: The Griffith Co. Total $6542.10 R. J. Noble Co. 7524.56 Sully-Miller Co. 7576.60 Hardy & Harper 8863.96 Motion of Councilman Humeston, seconded by Councilman Tadlock that the above bids be referred to City Engineer McBride for checking. Motion carried. EXTENDED The matter of the contract for disposal services was again MATTER OF extended until September l, 1958, on motion of Councilman Byrd, DISPOSAL seconded by Councilman Numeston and carried. SERVICE On motion of Councilman Humeston, seconded by Councilman Byrd and carried, City Clerk Park was allowed $250.00 for extra services on the proposed "Greater Tustin Annexation." DEPUTY Motion of Conncilman Humeston, seconded by Councilman Tadlock CLERK that Deputy Clerk Florence Kortmeyer be allowed an increase of GRANTED $25.00 per month in salary retroactive to July 1, 1958. Motion INCREASE carried. Motion of Councilman Humeston, seconded by Councilman Tadlock ORDINANCE that ORDINANCE NO. 117, "An Ordinance of the City Council of NO. 117 the City of Tustin, fixing and determining the amount of revenue FIRST necessary to be raised by taxation upon the taxable property READING within the City of Tustin and the amount of revenue necessary TITLE to carry on the various departments of said city for the Fiscal ONLY year 1958-59" have its first reading by title only. Motion carried. CHIEF OF On motion of Councilman Humeston, seconded by Councilman Byrd POLICE that the request of Chief of Police Johansen that his vacation GRANTED be from August 18, 1958 to September 2nd, 1958 be granted, and VACATION that during his absence Sergeant Sissel be in charge of the Police Department. Motion carried. ORDINANCE Motion of Councilman Tadlock, seconded by Councilman Byrd that NO. 118 ORDINANCE N0. 118 have its first reading by title only. Motion carried. GRIFFITH Motion of Councilman Tadlock, seconded by Councilman Humeston CO. AWARD- that the contract for the improvement of 2nd Street, California ED CONTRACT Street and Main Street be awarded the Griffith Co. as the lowest responsible bidder and the City Clerk instructed to return checks and bonds of rejected bidders. Motion carried. CURB & Motion of Councilman Tadlock, seconded by Councilman Byrd GUTTERS that the City Clerk be authorized to deoosit all checks CHECKS received for curbs and gutters on Second Street. Motion DEPOSITS carried. Motion of Councilman Tadlock, seconded by Councilman Humeston WEED PROBLEM that City Attorney Hayden report back to the CounciI his recommendation of a solution to the weed problem. Motion carried. COUNTY Motion of Councilman TadIock, seconded by Councilman Byrd that CIVIC the sample Resolution relating to the construction of a CENTER County Civic Center be received and filed. Motion carried. FILED. Motion of Councilman Humeston, seconded by Councilman Byrd that the bills be paid. Motion carried.
