GENERAL PLAN ELEMENT AMENOMENTS DISCUSSION: At-the City Council/Planning Commission September 27th workshop, the City Council requested that staff look at a preliminary timetable for the amendment of the remaining mandatory elements of the General Plan. So far this year, the City has prepared and adopted the 1984 Housing Element,-and has rewritten and submitted a draft Open Space and Conservation Element. In addition, the City has prepared and submitted a draft option Element, the Recreation Element. The State of California is considering legislation to streamline General Plan law, in a state bill known as AB 2038. An important aspect of this legislation is the elimination/consolidation of two mandatory elements. The Scenic Highway Element is eliminated as a mandatory element, with these aspects covered under the Circulation Element. In addition, the Seismic Element is eliminated, with its aspects .covered under the Safety Element. Although the bill has not been adopted yet, opposition to the bill has been eliminated, and it should be'signed when it reaches the governor's desk. In keeping with this proposed legislation, staff has prepared a preliminary time schedule for the amendment of the Land Use, Circulation, Noise, and Safety/Seismic Elements. The Land use and Circulation Elements are closely tied to the preparation of the East Tustin Specific, and will not be started until early next year or adopted until May of 1985. These dates may vary depending on the progress of the Specific Plan process. The Noise Element process has been underway for several months with a noise consultant from the County of Orange conducting noise reading studies throughout the community. This study is near completion and the noise element is slated for February 1985. Staff will begin shortly on the combined Safety/Seismic Element and it is anticipated for adoption by February 1985, or at the latest, May 1985. RECOMMENDATION: Receive and file.
