RECOMMENDATION:
It is recommended that the Tustin City Council, at their meeting of September 17,
1984, direct staff to prepare plans and specifications for subject project with
the provision that work to be performed on arterial highways or heavy traffic
locations is to be performed at night, so as to provide the least inconvenience to
the motoring public.
BACKGROUND:
The City Council has allocated $240,000 for subject F.Y. '84-'85 Street
Maintenance Program which provides for heater remix and ~sphalt concrete overlay
at nine separate locations, of which five of these are on arterial highways.
In previous years, the City has always performed work on arterial highwaYs-during
daytime hours with no serious repercussions. This was partly due to the fact that
the Tustin Police Department was able to provide us with excellent assistance for
traffic control. The Police Department is no longer able to provide the 3 or 4
officers for long periods of time which is necessary to keep traffic moving, since
this would.seriously affect their coverage of the rest of the City. A good
example of what can happen when we attempt to do this type of work on arterial
highways, without police assistance, is demonstrated by the disaster which
occurred on Redhill Avenue on our most recent heater remix project. Staff
received numerous verbal and written complaints about the traffic tie-up which was
created by this work.
The Engineering Division's goal is to provide safe smooth streets for the citizens
of Tustin with as littl6 inconvenience to them as possible. Without police help,
about the only way we can reduce the inconvenience to the public is to perform the
work during low traffic hours. Tentatively, we are proposing that work would be
performed between the hours of 9:30 p.m. and 6:00 a.m. During the paving
operations we may close the streets completely between the hours of midnight and
4:00 a.m. This would enable the contractor to obtain a much smoother paving
surface since he would not have to contend with any traffic.
The disadvantage to this proposal is that it could cost the City more money than
what has been budgeted to accomplish. Staff has no experience with what
additional costs can be expected but based on discussions with other agencies, who
do this type of work at night, we have prepared a tabulation which indicates the
estimated additional funding which may be required.

Consequently, depending upon bid results, it may be necessary'to appropriate an
additional $48,900.00 to accomplish the projects proposed in the F.Y. '84-'85 Budget, i
the Council directs staff to have work at the arterial highway locations performed at
night. We feel the $48,900.00 figure is the maximum which can be expected. Again,
since we have no experience on which to base our conclusion, its always possible that a
contractor who is set up to do night work would bid the job and additional costs would
be minimal. We wouldn't know the answer until bids are opened.
