HONORABLE MAYOR AND CITY COUNCIL
FROM: COPl~JNITY DEVELOPMENT DEPARTI4ENT
SUBJECT: STATUS REPORT CONCERNING CITY PARICING STRUCTURE
BACKGROUND AND DISCUSSION:
On September 10, 1984 a meeting of interested parties and City staff was held at
the offices of Gfeller Development to receive the structural engineers report
concerning structural problems with the "C" Street parking structure.
The structural engineer stated that the design and building calculations were
correct and that the cracking of the concrete may be related to construction
methods or omissions of Critical features of the reinforcing elements. As a
result, he recommended the following tests be performed on the structure:
1) Concrete and soil core samples of the ramp and, compacted base material.
2)
X-ray investigation of wall and ramp connections to determine the location
of reinforcing bars.
Such 'investigations would provide the necessary information to ai'd in
determining the cause of the concrete cracking. The representatives from
Gfeller Development stated they would seek bids for the investigative work and
acknowledged their responsibility for the maintenance of the structure as
contained in their agreement with the Redevelopment Agency.
The testing and reporting procedure should be completed within two weeks.
