HUSTON, CITY MANAGER POLICE DEPARTMENT CALIFORNIA LAW ENFORCEMENT EQUIPMENT PROGRAM (CLEEP) GRANT EXPENDITURE SUMMARY In December 2002, the Tustin Police Department received $26,446.55 in grant funding from the State of California for use to pumhase high-technology equipment in calendar year 2003. These funds were deposited into an appropriate account at City Finance. The Police Department is prepared to expend these funds at this time. This is not a matching-fund grant. RECOMMENDATION 1. Open and close a Public Headng. 2. Authorize usage of the funds as recommended by the Police Department. FISCAL IMPACT $ 26,446.55 in Grant fund expenditures. The entire account balance will be expended. BACKGROUND The State of California Budget Act of 2001 established $30 million one-time funding to local law enforcement agencies for the purchase of high-technology equipment. Each law enforcement agency in the state was eligible to receive a minimum grant of $30,000. The Tustin Police Department applied for grant funding based upon a greatly modified/reduced legislative extension of the program for the year 2003 and received $26,446.55. The following equipment not only qualifies under the "high technology" definition, but will greatly enhance the capabilities of our Crime Scene Investigation Unit and field personnel to effectively identify evidence, ensure the proper collection, facilitate processing and ultimately solve more crimes. Huston, City Manager CA Law Enforcement Equipment Program (CLEEP) September 2, 2003 Page 2 The OmniPrint Laser optimizes the visual impact of evidence, latent pdnts, body fluids, fibers, bite marks and narcotics, among others. The Roflin Polilight Laptop Capture System works in conjunction with the OmniPrint System to transition visual images into photographic evidence. The Personal Alternate Light system is utilized for initial or cursory searches to identify evidence, crime scene dimensions and baselines for evidence collection. The Budget Act of 2001 requires that each participating agency report no later than August 15, 2003 what the grant funds are intended to purchase. On June 23, 2003, the Tustin Police Department notified the State Department of Finance of our proposal. We are obligated to spend the funds in this manner. The terms and conditions of the State Grant that provide for the funding for high- technology purchases mandates that the monies be expended by December 31, 2003. The proposed systems are court recognized technology, are the same systems utilized with the extensive and specialized training our Crime Scene Investigation Unit has received, and the systems have a sole providedvendor.
