RECONSTRUCTION AND WIDENING BETWEEN RANCHWOOD ROAD AND MYFORD ROAD - FILE #2205 RECOMMENDATION: That the Tustin City COUncil, at their meeting of August 20, 1984., pass and adopt the attached Resolution declaring Irvine Blvd. between Ranchwood Rd. and 4320.33 feet easterly to be a COUnty highway during the period of improvement by the COUnty of Orange. BACKGROUND: In June 1983, the City entered into a cooperative agreement with the COUnty of Orange for the widening and reconstruction of Irvine blvd. between Ranchwood Rd. and Myford Rd. within the City limits of Tustin. This agreement designates the County of Orange as the lead agency for engineering design and contract administration for the construction of said improvements. This cooperative agreement also provides for that portion of roadway to be under County jurisdiction during term of construction. The County/City has applied for and will receive Federal Aid Urban (F.A.U.) funds for this project which provides for 86% federal funding and 14% local agency funding. DISCUSSION: Bids were opened on July 30., 1984 by the County and are currently being reviewed by CalTrans for the F.A.U. processing. It is anticipated that construction will commence sometime in late September, 1984. The attached Resolution provides for the City's concurrence to the declaration of Irvine Blvd. between Ranchwood Rd. and 4320.33 feet easterly (Myford Road) within the City limits of Tustin to be a County highway during the period of improvement by the COUnty of Orange. The County of Orange has passed and adopted Resolution No. 84-1116, dated July 17, 1984 accepting these jurisdictional obligations during the periods of improvement. Bob Ledendecker Director of Public Works/City Engineer BL:jr Attachment 1 2 3 4 5 6 7 8 9 10 11 12 14 15 16 17 18 19 20 24 26 28 RESOLUTION NO. 84-64 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA DECLARING IRVINE BOULEVARD BETWEEN RANCHWOOD ROAD AND 4320.33 FEET EASTERLY TO BE A COUNTY HIGHWAY DURING THE PERIOD OF IMPROVEMENT BY THE COUNTY OF ORANGE WHEREAS, that portion of Irvine Boulevard between Ranchwood and 4.,320.33 feet easterly lying within the City limits of Tustin is deemed to be a highway of County-wide importance, WHEREAS., the County of Orange proposes to improve said portion of Irvine Boulevard, WHEREAS, by Board of Supervisors Resolution No. 84-1116 dated July 17, 1984, the County has declared said portion of Irvine Boulevard to be a County highway during the period of improvement of said road by County, and.,. WHEREAS, the City of Tustin concurs with said improvement of Irvine Boulevard, by County and desires to consent to the establishment of said portions of Irvine Boulevard as a County highway during the period of said improvement. NOW., THEREFORE, BE IT RESOLVED that pursuant to the provisions of Section 1701, Article 3, Chapter 9,. Division 2 of the Streets and Highways Code., the City of Tustin does concur with the Orange County Board of Supervisors Resolution No. 84-1116 dated July 17., 1984 establishing those portions of Irvine Boulevard between Ranchwood Road and 4,320.33 feet easterly, lying within the City limits of Tustin to be a County highway during the period of improvement by the County of Orange. BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to transmit to the Board of Supervisors of the County of Orange a certified copy of this Resolution. MAYOR ~,,TTE S T: CITY CLERK 4 5 ,6 18 19 20 21 22 23 24 : 25 .~ 26 ? ~ 27 RESOLUTION OF THE BOARD OF SUPERVISORS OF ORANGE COUNTY, CALIFORNIA July 17, 1984 On motion of Supervisor Riley, duly seconded and carried, the following Resolution was adopted: WHEREAS, that portion of Irvine Boulevard between Ranchwood Road and 4,320.33 feet easterly lying within the City Limits of Tustin is 'deemed to be a highway of County-wide importance; and WHEREAS, the County of Orange proposes to improve said portion of Irvine Boulevard; NOW, THEREFORE, BE IT RESOLVED AND ORDERED that pursuant to the provisions of Section 1700, Article 3, Chapter 9, Division 2 of the Streets and Highways Code all of that portion of Irvine Boulevard between Ranchwood Road and 4,320.33 feet easterly lying within the City Limits of Tustin is hereby declared to be a County Highway during the period of improvement of said road by the County of Orange; and BE IT FURTHER RESOLVED that this Board hereby authorizes EMA to submit concurring resolutions to the cities for their consent. // // // // // // // // Resolution No. 84-1116 Declaration of Portions of Irvine Blvd. to be County Hwy.
