FROM:
SUBJECT:
WILLIAM HUSTON, CITY MANAGER
BOB LEDENDECKER, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER
REQUEST FOR RESTRICTED PARKING DURING STREET SWEEPING OPERATIONS
RECOMMENDATION:
That the Tustin City Council, at their meeting of August 20, 1984, authorize the
installation of signing to restrict on-street parking during street sweeping hours
6:00 a.m. to noon on Friday on both sides of:
a. Redhill Avenue between San Juan Street and northerly of Lance Drive.
b. Lance Drive between Redhill Avenue and Charlome Drive.
It is further recommended that warnings be issued in lieu of citations for the
first 30 days after sign installation.
BACKGROUND:
Two requests for restricted parking during street sweeping operations has been
received from residents from the following streets:
o Redhill Avenue between San Juan Street and northerly of Lance Drive.
° Lance Drive between Redhill Avenue and Charloma Drive and Charloma Drive
between Lance Drive and Andrews Street.
The latter request was divided into two separate areas by staff when tabulating
the questionnaire letters.
DISCUSSION:
As of the date of this memo, staff has received responses from each street as
tabulated below:
Redhill Avenue (between San Juan Street and northerly of Lance Drive)
Total letters mailed - 22
Total responses received - 13
Responses in favor of parking restriction - 10
Responses against the parking restriction - 3

Total letters mailed - 11

Responses against parking restriction - 5
Three additional yes responses have been received, but since the address/street
designation had been removed from the response staff has not assigned them to a
particular street.
The proposed parking prohibition would extend the length of each described street
segment on both sides of the street. The suggested signing for these streets
would read as follows:.
NO PARKING
6:00 A.M. TO NOON
FRIDAY
STREET SWEEPING
The City Council has approved Several other requests similar to these requests and
their implementation enables the street sweeper to do a more complete job of
sweeping in a lesser amount of time and with fewer hazards of maneuvering around
parked cars.
Due to the following percentage of responses received in favor of the parking
restrictions, staff suggests that the City Council authorize the following
installations:
Redhill Avenue 77% in favor
Lance Drive 68% in favor
Additionally, 38% of the residents on Charloma Drive were opposed to any
restriction and it is suggested that no signing be installed on that street.
