FWY INTERCHG 08-20-84~ A mm' II h A NEW BUSINESS ~ NO. 2 ~AT[: AUGUST 13, 1984 TO: FROM: $ UBJ WILLIAM HUSTON, CITY )vUkNAGER BOB LEDENDECKER, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER JAMBOREE BOULEVARD/ SANTA ANA FREEWAY INTERCHANGE RECOMMENDATION: Adopt a Resolution entitled, "A Resolution of the City Council of the City.of Tustin supporting the Jamboree Boulevard/Santa Ana Freeway interchange as a locally funded project". Request the Orange County Transportation Commission (OCTC) to process an amendment to the State Transportation Improvement Program (STIP) to include the Jamboree Boulevard/Santa Ana Freeway interchange as a locally funded project. 3. Direct staff to initiate project development activities with CalTrans. e Authorize staff to negotiate a contract with LSA, Inc. for project management and preparation of an Environmental Assessment for the~ interchange project. Authorize staff to solicit proposals for the engineering design services for the Jamboree Boulevard/Santa Aha Freeway interchange to proceed concurrently with the environmental process. BACKGROUND: The recent planning and engineering studies associated with the East Tustin Specific Plan have highlighted the need for the early implementation of the jamboree Boulevard/Santa Aha Freeway interchange. The interchange has been planned by the City and County since urbanization of the area began in the early 1970's and right-of-way has been reserved for both the interchange on/off-ramps. The interchange location is consistent with both the City of Tustin General Plan and County of Orange Master Plan of Arterial Highways. DISCUSSION: The recommended Resolution and formal request for STIP amendment will initiate the CalTrans project development process for the subject project. This includes time required for environmental clearance, design plan preparation, and construction. The recommended action is a prerequisite to initiate formal project development procedures with CalTrans and OCTC. Bob Ledendecker <x~ ~'] Director of Public Works/City Engineer BL:jr 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 9,1 22 23 24 9.5 26 27 28 RESOLUTION NO. 84-65 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN SUPPORTING THE JAMBOREE BOULEVARD/SANTA ANA FREEWAY INTERCHANGE AS A LOCALLY FUNDED PROJECT WHEREAS, during the planning and approval of the Irvine Industrial Complex-Tustin, construction of the Jamboree Boulevard/Santa Aha Freeway interchange was identified as necessary to mitigate future traffic demand; and WHEREAS, Jamboree Boulevard is consistent with City of Tustin and CountY of Orange General Plan Circulation Elements. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Tustin supports the Jamboree Boulevard/Santa Ana Freeway interchange as a locally funded project; and FURTHER, BE IT RESOLVED that the City Council of the City of Tustin requests the Orange County Transportation Commission to process an amendment to the State Transportation Improvement Program to include the Jamboree Boulevard/Santa Ana Freeway interchange as a locally funded project; and FURTHER, BE IT RESOLVED that the City Council of the City of Tustin requests an amendment to the Freeway Agreement between the California Department of Transportation and the City of Tustin to accomplish this project.
