Trash Fee
RECOI~4ENDATION
That the City Council authorize written notice to SCA Services providing that
effective January 1, 1985, SCA shall charge all single-family residences and.
multi-family residences of three (3) or less units a fee for trash collection.
BACKGROUND
The City's franchise agreement with SCA Services provides that the Ci~ has the
option of requiring SCA to collect a fee for residential trash service. SCA is
authorized to increase the present fee of $3.62 per month by $0.60 per dwelling
unit to cover the cost of collecting the trash fee.
Tustin is one of two cities in Orange County and one of relatively few in
California that pays the cost of residential trash service through the General
Fund.
The effective date of January 1, 1985 is recommended in order to provide SCA
Services ample time to implement a billing system and integrate it with its
present quarterly billing service utilized for other franchise areas.
DISCUSSION
Staff is recommending the imposition of a trash fee for two reasons:
Commercial users and apartments of more than three (3) units pay a
monthly fee. From the standpoint of equity, single-family residences
and apartments of three (3) or less units should also paY a fee for
service.
A trash fee is appropriate because a specific service/benefit is
received as is the case with water, gas and electric services.

RESOLUTION NO. 84-66
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA, FIXING FEES FOR
COLLECTION AND DISPOSAL OF SOLID WASTE.
The City Council of the City of Tustin, California,
hereby resolves as follows:
1. Pursuant to provisions of the Tustin City Code,
fees for the collection and disposal of solid waste are hereby
established as of January 1, 1985, as set forth in Schedule A
attached hereto and made a part hereof by this reference.
2. Said fees shall become in fbrce and effect as of
the first day of January, 1985, shall be due and payable in
advance, shall be the obligation of and paid by each house-
holder, business and property owner to and collected by the
franchisee duly franchised by the City of Tustin for the
collection and disposal of solid waste within the City of
Tustin.
3. Ail solid waste within the City of Tustin shall be
collected and disposed sol.ely by the City's duly authorized
franchisee as provided in the Tustin City Code.
4. The franchisee for collection and disposal of
solid waste in the City of Tustin shall bill all customers for
the fees prescribed above and shall be solely responsible for
the collection thereof. Collection of delinquent accounts may
be enforced by the franchisee pursuant to provisions of Chap-
ter 3 of Article 4, Solid Waste ~gl_~, of the Tustin City
Code, and, specifically, Section 4353 thereof.
PASSED AND ADOPTED at a regular meeting of the City
Council of the City of Tustin, California, held on the
day of , 1984.

Special Haul Services: Collections requested by
occupants or owners for items requiring special
handling due to size, weight, type of material, or
method of placement, the charges are to be negotiated
between Contractor and generator prior to collection.
If agreement cannot be reached, the matter may be
submitted to City, and its decision shall be binding.
