RE: Tustin Tiller Days Parade (October 13, 1984)--P~oposed August 20,1984,
City Council Agenda Item.
The Tustin Tiller Days Parade, an integral part of this year's Tiller Days Celebration,
is coming up on October 113, 1984, and, as we have over the past several years, the
Tustin Ja~cees are'prepared to devote~their time and energy to insure its success. However,
there are four major Pa:~de-related issues which require council consideration and approval;
to wit: liability insurance, equestrian entries, allocation of funds, and the proposed
location of the Parade and the awards ceremony.
The following are the proposals of the Jaycees on these issues:
1. Liability Insurance - The Jaycees will procure adequate liability insurance to
cover their own involvement in the parade while the City procures its own coverage to
the extent of its involvement. Each party will then have coverage to the extent it may
deem necessary. Note: This arrangement recieved Council approval in conjunction with the
1980 thru 1983 Parades.
2. Equestrian Entries - Only thos~ equestrian units with substantial parade exper-
ience (i.e., six parades within the la~stwelve months) and good saftey records will be
allowed to participate. In addition, the~ entries, with the exception of the military
units, will-be required ~o provide evidence of at least $1,000,000.00 of liability cover-
age and sign an agreement relieving the City and the Jaycees of any Liabilities resulting
from their participation in the Parade. Note: These equestrian requirements recieved Council
approval in conjunction w~Fth' th~i980 thru 1983 Parades. Note also: The same Equestrian
Entries form and the same Release, Hold Harmless, and Indemnity Agreement (copies attached)
required of equestrian entries in the 198q'thru 1983 Parades will again be required this
year as welq. '
3. Allocation of Funds - The City will provide funds to run the Parade in an amount
not to exceed $3100.00. It is necessary that these funds be disbursed to the Jaycees
in the reasonably near future in light of the significant "front money" which is required
to put on this event, particularly for trophies and band judge fees. Postage, stationery,
and photocopy expense has alreaUy been incurred in conjunction with the initial Parade
entry solicitation which we recently sent out, and that expense has been paid out of the
Jaycee general fund on a "loan" basis to the Parade Committee. Projected expenses include
$2~000.00 for trophies, $750.00 for band judge~, and $650.00 for miscellaneous expenses
(i.e., printing, postage, celebrity signs, route signs, etc.).All funds recieved by the
Jaycees from the City will be administered out of a special Tiller Days account which we
already have establ.ished to insure that all expenditures can be properly and easily
accounted for. Note: Total Parade expenditures for this year are budgeted at $3400.00

the same amount as was budgeted for the 1983 Tiller DaYs Parade, however, $300.00 was
lapsed over from last years allocation of $3400.00, to be utilized for the 1984 Parade.
Note Also: In our increasing efforts to reduce the City allocation, any unused portion
of the 1984 Parade allocation will once again remain in the Tiller Days Account to be
utilized for future Parades.
4. Parade Route and Awards Ceremony Location: The Jaycees plan, at this time, to
use the same parade route as the 1983 Parade, with the Parade begining at Prospect and
Main Streets, and ending at Pepp~rtree Park. Following the completion of the Parade,
however, all participants will be moved to the awards ceremony which will be at Columbus
Tustin School in order to coordinate with the on-going Street Faire Activities.
I~-further explanation of any of these proposals is required, please do not hesitate
to contact the undersigned. If you desire, we will have a representative present at the
City Council Meeting where these proposals are to be addressed to answer any remaining
questions you might have.
