STATUS REPORT CONCERNING ABANDONMENT OF AT&SF RAILROAD SPUR
FROM THE INTERSTATE 5 TO FIOULTON PARKWAY
DISCUSSION:
During the past few months, the City was advised by the Atchison, Topeka and
santa Fe Railway Company that it intended to abandon its rail spur from the
Moulton Parkway main line northerly and easterly to The Irvine Company Valencia
packing house on Jeffrey Road. This dead end rail spur is officially known as
the "Kathryn Spur". Since the Kathryn Spur bisects the East Tustin Specific
Plan area, both the City and Irvine Company desire its removal.
While the area north of the I-5 freeway is undeveloped, the rail spur adjoins
developed tracts of homes between I-5 and Moulton Parkway. In particular, the
abandonment between 1-5 and Moulton Parkway presents several questions which
will require resolution.
As of thisI staff report date, the rails are being removed by a salvage company
in the Northwood, Irvine area and will soon be removed from the Tustin segment.
Furthermore, the railroad has confirmed in the attached letter that they are not
the property owners of the right-of-way but were merely granted a rail easement
in 1914 by The Irvine Company. The railroad also indicates they are currently
working with The 1trine Company concerning disposition of the easement.
Upon removal of the rail tracks, staff will request that The Irvine Company
prohibit vehicular access to their property ensuring the privacy and security of
adjoining residences.
Staff will continue to keep Council advised.

Reference is made to your letter of May 23, 1984, concerning the status of
The Atchison, Topeka and Santa Fe Railway Company's former "Kathryn Spur"
Right of Way, operating corridor in Orange County, California.
In response to your request, this is to advise that our easement for railroad
operations was acquired from The Irvine Company in 1914. We are currently
working with The Irvine Company concerning the disposition of this railroad
easement.
For completion of your file, we are attaching a copy of our letter dated
July 3, 1984, addressed to George Speicher (a representative of Peppertree
Homes and Tustin Meadows), concerning this matter.

This will acknowledge receipt of your letter dated May 2, concerning your request on
behalf of the residents of Peppertree Homes ~nd Tustin Meadows for information
involving our Kathryn Spur in Tustin.
A private railroad salvage contractor has been selected and has indicated that the
track should be completely removed by the first part of September 1984.
Our right of way for the Kathryn Spur was obtained from The Irvine Company, and we
are currently handling with them for disposition of our interest.
Please do not hesitate to advise if we can be of any further assistance in this
matter.
