LANDSCAPE MAINTENANCE CONTRACT FOR EL CAJ~INO REAL IFILE #221)
RECOMNENDATION:
Request the Redevelopment Agency, at their regular meeting of August 6, 1984, to
extend the Midori Garden contract for the lahdscape maintenance on E1Camino Real
for one (1) year with contract renewal effective September 6, 1984.
BACKGROUND:
Last year Council awarded a landscape maintenance contract for E1 Camino Real, in
the Redevelopment District, to Midori Gardens of Santa Aha. Usually, Public Works
Program contracts are written in such a manner as to extend a contract for up to
three (3) years dependent on work performance and quality. This particular
contract did not contain this provision for the following reasons: 1) the work
was for maintenance in an RDA area; 2) it was the first time this type of contract
was let; 3) we were uncertain of future in-house staffing; and, 4) the 'stability
of the program job criteria was questionable. Since the award of the contract,
in-house staffing has not changed to allow City forces to perform this
maintenance, the program criteria has remained constant, and the contractors
performance and work quality has been quite good.
At this time, we would like to extend this contract for one (1) year. This
request is predicated on the following: 1) the contractor's reliability and work
quality; 2) the level of service can not be maintained wi~h in-house staff; and,
3) any break in maintenance during this period would be detrimental to existing
plant life and greatly diminish the visual appearance of the downtown area.
I have contacted the contractor and they would be willing to accept the terms
presented by the City. That is to continue to deliver the same service as
delineated in the existing contract with cost escalation not to exceed the current
CPI. (A letter to this effect is on file).
If you choose not to extend the contract, we will need to advertise for bids. In
order for there to be no break in service., the Agency would need to authorize
advertisement on August 6th, with first and second advertisements on August gth
and 16th respectively, award of contract on September 4th and contract
implementation on September 6th. Please bear in mind, it is sometimes difficult
to get contractors to bid on this type of contract. If this should be the case,
there would be a break in maintenance service.
