BACKGROUND: An application for annexation to the City of Tustln has been filed with the Local Agency Formation Commission by Bill Burk, 14582 Gylah Lane. Section 99(d) of the Revenue and Taxation Code requires the City and County to approve the exchange of property tax revenues prior to consideration of the application-by LAFCO. DISCUSSION: Approval of Resolution No. 84-46 does not imply approval of the annexation and is a procedural act prior to consideration by the Local Agency Formation Commission. Approval' of the annexation by the City Council should be contingent upon a revision of the boundaries of the proposed annexation to delete the property on Greenwood Lane, which cannot be conveniently provided City services.
