DISCUSSION:
July 9, 1984 was the filing deadline for application letters from candidates
seeking appointment to the City Planning Commission. Attached are copies of all
letters of interest and resumes submitted to the City Clerk's office.
Since interviews of potential candidates must be.conducted at a public meeting,
Council should select a date and instruct staff to notify those final candidates
the Council wishes to interview.
Staff will notify prospective candidates and invite them to attend the Council's
interview session.

In addition to the qualifications listed in mg original request for
ap=ointment to the Commission~ in Januar~ 1985, I would like to add
that I am currentlg enrolled in the two-gear Certificate pro,ram for
Urban Planninq and Development, given b~ the UCI-Extension service.
Through these courses I~ve developed a much broader understandin~ of
the whole ~lanninq process - what can be done and what can't be done.
This, coupled with the experience gained in mg first term as a
Commissioner and as a representative of the Tustin Meadows Communit,~
Association, has given me unique insight into the problems of the
Cit~, the residents and the developers.
I have the time, the experience and the dedication to do a good ~job

Dear Mayor Kennedy and members of the council,
I would very much like to be considered for an interview for the
City's Planning Con~nission. In reading the article which appeared in
the Tustin News on June 28, 1984, I was intrigued by the challenges
that face the new con~nission. I have lived in ?ustin most of my 35
years and in that time I have observed its growth to a modern but yet
still conservative city and I applaud that. I have also observed our
neighboring cities, in what I feel to be radical growth that has con-
tributed to deterioration of vital parts of their own cities. As a
resident, I am grateful to those who have planned our city to date;
and that through this planning process did not allow our city to de-
teriorate.
My reason for wanting to be considered is this: living in and en-
joying Tustin for most of nlY life, I view this as a unique opportunity
for me to give something back to the city. My personal philosophy to-
ward any project that the con~nission nay undertake would be this: How
will this project benefit the city and its residents? What will the
environmental and fiscal impact be on the city? Will the needs and or
profits be realized by its developers? In short, will the project pro-
duce a "win-win" situation for all parties involved. As advisors to
the council, I feel that these are questions that a conmission should
be prepared to advise the council on.
I have been employed with the Irvine Unified School District for
the past lO years, prior to that I was in private industry in the Tustin
area. I work in the Maintenance and Operations area, where I am pres-
ently planning and developing a Security program for the entire District.
In addition to this, I work with our trade journeyman on their supply
needs for specific projects, including drawing up plans for them if nec-
essary. This year the District built a new Administration Center and
in this project was to be a new addition for us at Maintenance and

Operations. I served on the research and development committee for
this project, working with both the architect and our resident in-
spector for the District. I am familiar with the various codes that
are set by the State: (egJ Building Code, Fire Code, Plumbing, etc.
This along with what I have learned in the various construction trades
in the past ten years, I feel would be beneficial to the Commission.
On my educational background, I graduated from Tustin High in
1968. I then began, what my wife refers to as, "a professional part-
time student" at Orange Coast College. I have recently sat down and
put all my units together and found that I have enough to petition for
graduation in the fall. Most of the courses that I have taken have
been in the business area, however, I have taken four semesters of
architectural drafting, which I feel has been a useful asset. Trying
to promote oneself in a short letter is extremely difficult, as you
can imagine, but if things do not progress any further than this letter,
I would like to thank you for giving' it consideration. If you would

I have been a resident and home owner of Tustin for 20 years. I have raised
6 children; 5 have completed the Tustin school system, the 6th is in his junior
year of high school.
I am a retired (30yr) Marine Lt. Col. and have watched this town go from
a bedroom community to its present status as a small city. I have been a Real
Estate Broker since retirng in 1976.
I feel it is time that I get invloved in community affairs and try to repay
in some small way all the fine things that I have enjoyed during my past 20
years of residency.

Commission for the City of Tustin, and hereby submit my
application for an appointment to fill the forthcoming vacancy on
this board.
I have been a resident of the City of Tustin in Tustin Meadows
for three and one half years. During my residency I have served
my community as a director, and president of our association, and
as liason for our community with the City of Tustin, the City
Council, and other business and charitable concerns. Through
these activities I have become intimately familiar with the City
of Tustin, and sensitive to many of the important needs and
concerns which presently effect the residential and commercial
sectors of our city.
My background and experience exhibit a broad base from which I
may draw to give reasonable judgement, understanding and insight
to the planning decisions effecting the City of Tustin. I am
presently employed as a corporate attorney with the SmithKline
Beckman Corporation. My four years of corporate law practice
have involved many matters concerning real estate, zoning and
environmental concerns. Prior to my legal education, I worked
for many years as an engineer, and as a business owner. I would
be pleased to provide you with a resume at your request.
I have served in past years as a legislative aide to Senator John
Erlenborne, Northern District Illinois, and as assistant to
Commissioner Garth Keck of the Planning and Zoning Commission of
the City of West Chicago, Illinois.
I believe in promoting the future of the community in which I

I would appreciate your considering my candidacy as a
Commissioner of Planning.
My age is 60, my experience in municipal affairs consist
of over 20 years as Mayor of two Missouri CitSes, i.e. Champ
Indus,-iai Village (18 years) and Berkeley City ( 2 terms)
While serving as Mayor of Champ Village, I twice served as
Director of the Amateur Athletic Union Outdoor Nations1
Track & Field Championships. Twice sought to host the Pan
American Games and was chosen as the United States City
representative. We lost to Call , Columbia by one vote for
the 1971 Games.
I still compete in all U.S. Masters Track & Field Champion-
ships and competed at the World Games this past September
in Puerto Rico where I won a medal in the shot put. I work
out daily at the Tustin High School track.
Heavy Highway construction was my livelyhood and real estate
development. Bangert Brothers Inc. is still the largest
highway construction fiz-m in Missouri, a company that I was
the original founder.
I moved to California a little over four years ago, coming
out to help stage the upcoming Olympic Games and I have the
