BACKGROUND: Staff has received the application forms for the 1984-85 Bicycle and Pedestrian Facility Projects to be funded with Senate Bill (SB) 821 funds. These application forms must be returned to the Orange County Transportation Commission (O.C.T.C.) no later than ~y 6., 1984. Last year the City Council expressed a safety concern regarding the installation of handicapped ramps at all curb returns of street intersections. As a result of this concern staff prepared a list of alternative type projects that would be considered eligible for SB 821 funding. This list, as upgraded for 1984-85, will be described in the discussion portion of this report. The City Council selected a project entitled Sidewalk Construction along the Southery Side of Nisson Road between 900 + .Easterly of Red Hill Ave. and 300 + Westerly of Browning Ave. All of the 198~-84 SB 821 funds in the amount of - $8,634.00 were directed to that project. Additionally., the City was required to budget a balance of $40.,600.00 to complete the remaining curb/gutter and street paving work on this project. Tustin's allocation of SB 821 funds for Fiscal Year 1984-85 is $10.,294.00. DISCUSSION: Staff has reviewed the City for locations of sidewalk construction which will benefit the general public to the greatest degree. These locations are considered pedestrian facilities and are listed below with their estimated construction cost: 1. Sidewalk construction on the northerly side of Main St. between Myrtle Ave. and the Costa Mesa Freeway. Estimated cost $9,400.00. BICYCLE AND PEDESTRIAN FACILITY PROJECTS (F.Y. 1984-85) JUNE 11, 1984 PAGE 2 Sidewalk construction on the northerly side of McFadden Ave. and 200 ~ feet easterly of Tustin Village Way and Pasadena Ave. Estimated cost $13,300.00. 0 Sidewalk construction on the northerly side of Beneta Way between Prospect Ave. and 100 + feet westerly of Livingston Way. e Estimated cost $19,000.00. Handicapped ramp construction at twenty corners and at various intersections throughout the City. Estimated cost $10,294.00. Initiation of an on-going program to install sidewalks on key streets within the East Irvine Industrial Complex. It is envisioned that these sidewalks would initially be constructed on the most heavily traveled streets with bus service, such as Walnut Ave. and Franklin Ave. Estimated cost $10,,294.00 for initial year. The City his{orically ~has not been supportive of painted bike lanes on streets due to the need of on-street parking removal to provide the best degree of bicycle safety. Staff has reviewed two locations which would be acceptable for the installation of on-street bike lanes adjacent to the curb. Staff recommends that all on-street parking be removed prior to the installation of any on-street bike lanes. The two locations are listed below with their estimated installation cost:· 1. Walnut Avenue between Cherrywood and Myford Road and between Oxford Avenue and Browning Avenue. Estimated cost is $4,,040.00. This location already has on-street parking prohibited,, no change is .necessary. 2. Bryan Avenue between. Newport Avenue and Browning Avenue. Estimated cost is $5,850.00. This location would require the removal of on-street parking which could be a problem with some of the areas between Newport Avenue and Red Hill Avenue adjacent to the commercial units and multiple residential units. The on-street bike lanes would consist of a solid white painted line 5-6 feet from the curbface, painted legends within the bike lanes and appropriate signing as required. BICYCLE AND PEDESTRIAN FACILITY PROJECTS (F.Y. 1984-85) JUNE 11, 1984 PAGE 3 Staff feels the Handicapped Ramp Program would be beneficial to continue at this time. It appears that most arterial highway intersections can be completed within about three years. It is requested that the City Council select a type of project or a combination of project types for submittal to O.C.T.C. for the 1984-85 Bicycle and Pedestrian Facility Project Program at their June 18, 1984 meeting. The formal application will then be returned to theiw July 2, 1984 meeting for their final action so that the July 6, 1984 application deadline date can be met. If the Council desires not to proceed with any submittals for the 1984-85 F~scal Year, Tustin's allocation of $10,294.00 will be redistributed to the other Orange County Cities.
