BACKGROUND: The Russell family of 14611 Danborough Road has requested the removal of a Eucalyptus tree from the parkway in front of their residence. Additionally, they request that no replacement tree be planted. A copy of their letter of request is attached for information. In July, 1978., Council adopted a policy on tree removal and replacement as follows: Case I Case II - Case III - - Problem tree (City approved) causing present or future damage to curbs and sidewalks. City removes tree and replaces it with a 15 gallon size tree at City expense. Undesirable tree (City approved) due to extensive litter or other problems. City removes tree at City expense and replaces it at property owners expense for labor., materials and tree. Unapproved tree (not of a problem or desirable species). City removal and replacement at full cost to property owner. RECEIVED CITY REQUEST FOR TREE REMOVAL MAY 25., 1984 PAGE 2 DISCUSSION: The Russell's tree falls into Case II., however, they do not desire a replacement tree. This deviates from City Council established policy. They additionally request a response from Council by June 2, 1984. If a replacement tree {15 gallon size) is utilized it would strictly be a Case II removal and would cost the homeowner $45.00. There are no signs of sidewalk lifting or cracking as indicated in the Russell's letter. Bob Ledendecker Director of Public Works BL:jr Attachment May 21, 1984 Mr. Ledendecker City of Tustin 300 Centennial Way Tustin, Ca. 92680 Dear Mr. Ledendecker: 'This is a recuest for removal of a tree from the curb area at the residential address of 14611 Danborough Road (Tustin Meadows). The key concerns related to the existing Eucalyp- tus tree are: Damage to sidewalk (lifting) 2. Damage to curb. (cracking) 3. Potential hazard to parked cars due to falling branches. 4. Potential future hazard as sidewalk and curb continue to raise and crack. 5. The continuous "messy" droppage of peeling bark which clutters our lawn and the street. We have scheduled complete new landscaping and a water sprinkling system for our residence including trees and shrubs for June 2. Please act upon this request with urgency basis the June 2 date. If, however, it is deemed necessary to replace this tree, please do so with a standard fifteen gallon tree at city expense. We would prefer no tree at the curb. Thank you for your prompt attention. We look forward to positive action. Mr. and 5Irs. Johnny Russell 14611Danborough Road Tustin, Ca. 92680 730-6565 RECEIVED MAY z 1 1984 TUSTtN PUBLIC WO~K~ OEP'I',
