Since the County is directly responsible for animal control services, it is the- County who determines the fees necessary to cover maintenance and operation of animal shelters. The County last increased the fees and requested the City adopt ~aid schedule in 1982. At this time, the County is again proposing increases in certain fees to become effective July 1, 1984. Attached to this transmittal is the County animal shelter and control service fee schedule comparing present fees and proposed increases where applicable. In summary, dog and cat licenses are not being increased but only those fees related to operation of County animal shelters and t~spection of commercial kennels and'stables. The typical example is the fee charged for daily care and feeding for a dog or cat being cared for at an animal control shelter. At present a pet owner must pay $3.50 daily. The County is proposing this fee be increased to $4.50 daily to cover the increasing costs. He/she may approve from County funds to practicing veterinarians rendering treatment to impounded animals. Existing Fee Schedule Animal Shelter And Animal Control Services ~ge 2 B. A good license can be sold only for the period covered by a valid rabies vaccination certificate acceptable to the California Department of Health (CA. Admin. Code. 2606.4). The reduced fee for a neutered animal will be allowed only upon presentation of a certificate of spaying, castration, or of the dog's inability to reproduce signed by a licensed veterinarian. Any person who fails to purchase or renew a license within fifteen (15) days after it has become due or expired shall be deemed delinquent and may be required to pay a late fee of five dollars ($5.00) in addition to the prescribed fee. Once purchased, there will be no refund of license fees unless it is demonstrated that, at the time the license became effective, the animal was not subject to licensing. New Licenses: 1. Wynn City Clerk Proposed Fee Schedule for Animal Shelter and Animal Control Services Attachment A Definitions: 1. A large animal is any animal weighing 300 pounds or more. 2. A medium animal is any animal weighing greater than 50 pounds, but less than 30pi]--~-~ds. 3. A dog or cat is any animal defined as such in Ordinance No. 2836. 4. An animal is as defined in Ordinance No. 2836. 5. A contract city is any municipality that has entered into a contract with the County of Orange for enforcement of Animal Control and Animal Shelter Services, or for either of such services. 6. Actual cost is the actual expense incurred by the County of Orange, including, but not limited to, salaries, employee benefits, overhead supplies, animal food, medication, contract services. 7. A kennel means any property where four (4) or more dogs, or four (4) or more cats, over the age of four {4) months, are kept or maintained for any purpose except veterinary clinics and hospitals, and except property for which an animal permit has been issued pursuant to Section 4-1-76 of the Codified Ordinances or the County of Orange. 8. A e~shop means any person or facility engaged in the sale or trade of live animals on a commercial basis. 9. A grooming parlor means any premises where animals are groomed, brushed, clipped or bathed on a commercial bases. An animal rental establishment means a place or facility where animals other than'~gs, cats, or equines are kept or maintained for hire. A permanent animal exhibition means any property where animals are exposed for public v~, for entertainment, instruction or advertisement, including animal acts, on a regular basis, excluding activities conducted primarily for the instruction or entertainment of persons for which no charge, fee or donation is collected or solicited. 12. A commercial stable means any property where equines are sheltered or fed on a commercial ~ 13. A circus means a carnival, tent show or show in the open air, or in a hall or bui-T~T~not specifically constructed for theatrical purposes, wherein animals are exposed for public viewing for entertainment, instruction or advertisement. 10. Impounded means having been received into the custody of the Health Officer of Orange County or his deputy. A temporary animal exhibition means any activity or property used for the public viewing--~-~T--animals for entertainment, instruction or advertisement, including animal acts of less than a regular basis, excluding activities conducted primarily for the instruction or entertainment of persons for which no charge, fee or donation is collected or solicited.
