VEH REPLACE 05-07-84A CONSENT CALENDAR NO. 5 5-~7-84 Inter-Corn TO: FROM: SUBJECT: THE HONORABLE MAYOR AND CITY COUNCIL' BILL HUSTON, CITY MANAGER POLICE VEHICLE REPLACEMENT Recommendation Authorize exception to Tustin bid procedures and authorize pur- chase of police replacement vehicles as recommended by Police Chief. Background Tustin City Purchasing procedures permit automatic authorization of bids received within the County of Orange or from the State of California. The Police Chief has recommended the purchase of vehicles on a bid that has been obtained through the County of Los Angeles. His investigation revealed the County of Los Angeles followed all recommended and legal bidding procedures and their bidding process is in order. I recommend the City Council authorize the purchase of the vehi- cles under Los Angeles County's bid. Additional information reflected the County of Orange had a similar bidding process, however the purchase price of the same vehicles was approximately $1,000 higher than those offered by the County of Los Angeles. Fiscal Impact Monies are budgeted and in the Vehicle Replacement Account. BH:CRT:kk CONSENT CALENDAR NO. 5 5-7-84 Inter-Corn TO: FROM: SUBJECT: William Huston, City Manager C. R. Thayer, Chief of Police Police Vehicle Replacement Recommendation: Council authorize purchase of two Chevrolet Impalas to replace the older, high mi'leage units in our patrol fleet, at a cost of $22,484.72 (includes tax). Background: Patrol Unit Replacement: Money was budgeted in our Fiscal Year 83-84 budget for replacement of seven patrol vehicles at an estimated cost of $82,000. Review of the patrol fleet's mileage and service history indicates that there are two 1981 Malibus that currently have approximately 60,000 miles. These two units need replacement. The mileage on the remainder of the 1981 Malibus (one) is sufficiently low to allow for another year of cost effective service life. Los Angeles County and the California Highway Patrol conducted a bid process and pursuant to this bid process, vehicle evaluations. Based on the results of these evaluations, the California Highway Patrol has selected the Ford Crown Victorias as their fleet vehicles for 1984. Los Angeles has selected the Chevrolet Impala. Review of the specifications and performance testing indicated that either unit would be suitable for our use. Cost breakdown for each vehicle is as follows: Chevrolet Impala Base price including Tustin PD options $11,242.36 Ford Crown Victoria $11,404.04 Page 2 Police Vehicle Replacement April ll, 198~ I recommend we purchase the Chevrolet Impalas this year. This recommendation is made for the following reasons: 1. Cost of initial purchase.~ 2. Cost of conversion. The equipment already being utilized in the existing Malibus can be transferred to the new units, negating the need and cost of purchasing new equipment (i.e. push bars, cages, etc.) 3. Ease of maintenance and repair. The vehicle maintenance staff is knowledgeable in the maintenance and repair of the Chevrolet. Parts are on hand for these vehicles. Familiarization with a new vehicle and acquisition of a new parts supply will not be necessary. Los Angeles County has awarded the bid to the dealership of Maurice J. Sopp and Son, 5801 Pacific Boulevard, Huntington Park, California. Costs are FOB Huntington Park. Delivery from Huntington Park to City Yard would be accomplished by city personnel. CRT:dd
