SUBJECT: Homeowner Request for Tree Removal
Recon~nenda ti o n:
That the trees be removed under the provision of the current City tree
removal Policy, Section II.
Background:
Mr. Covert of 13572 Utt Drive at the corner of Lance has requested the City
remove four Carrott Wood trees from the parkway of his property, two on
Utt frontage and two on the Lance side.
He states that fine roots from the trees are taking water away from his
dichondra l'~n making it difficult to, grow and that the trees are also
messy.
Discussion:
Mr. Covert was offered the opportunity to have the trees remoYed under
Section II of City Policy whereas, a homeowner may have an approved parkway
tree removed at City cost, provided the property owner will pay the cost
of the replaement tree plus labor and planting materials.
Mr. Covert declined the offer stating he wanted no trees. Mr. Coverts
neighbors were notified of his request and we received one objection from
his next door neighbor stating how bare the street would look with the
trees removed.
The trees are healthy carrottwood trees showing no signs of large surface
roots or any damage to the concrete around them.

The City of Tustin wi~hes to inform you that one of your neighbors
LeRoy H. Covert of 13572 Utt Drive, has'requested the City to
remove the parkway tree in front of his residence,
Since the removal of this large tree will effect the environment
in which you live, we solicit your comments.
If you object to the removal please respond in writing within
ten (10) days after receipt of this letter, if we do not hear
during that time we will assume you have no'objections to th~
removal.

As in our discussions previously about the Parkway Trees at 13572
Utt Dr. Tustin.
I am finding the Carrott Trees undesirable for the following
reasons.
1. Many many small suffice roots' extending along the Curbings
Sidewalks and under the Dichondra that I am trying to grow on
the Pakkways. The Trees are robbing the Dichondra Grass coverage
of Water. I have tried extra hose sprinklers un, er the trees,
only makes more small surface roots.
2. They are not a very desirable tree. Either Leaf Droppings
the year around or Carrott seed droppings that I clean up daily.
To .make it brief they are continually m-king a mess° It makes
the Parkways hard to mow due to the humps that are developing
around the trunks of the trees. It is impossible to ~row a
coverage under them.
It is my.expresse~ desire that the trees be removed and the holes
filled and leveled. I think with this in mind we can have a nice
parkway. If I cut the surface roots from those trees and we ~et a
wind and one of them or both blow over on the house then it is ~
responsibility. So I do think it be wise to remove the trees.
