WELL PROJECT 05-07-84DATE': MAY 14, 1984 Inter-Corn FROM: SUBJECT: WILLIAM HUSTON, EXECUTIVE DIRECTOR TUSTIN COMMUNITY REDEVELOPMENT AGENCY BOB LEDENDECKER, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER AWARD OF BID - COLUMBUS TUSTIN WELL PROJECT RECOMMENDATION: That the Tustin Community Redevelopment Agency, at their meeting of May 15, 1984.,' award the bid for the Columbus-Tustin Well Project to the low bidder., Stang Hydronics, Inc. of Rancho Cordova,, in the amount of $214,305.00 Bid Schedule C. BACKGROUND: On April 16, 1984, the Agency authorized the advertisement of bids for Phase I of the Columbus Tustin Well Project which includes the drilling of a 1~,600 ft. deep test hole, associated soil testing~ water sampling~ the drilling/reaming of the final production well and the placement of the well casing and screens. The location of this well is at the southeasterly corner of Prospect Avenue and Beneta Way on the future Columbus-Tustin Parksite. The Redevelopment Agency has currently budgeted an amount of $350,000.00 for well construction and $150,000.00 for the construction of a pipeline for blending-of' excessive nitrate waters in the 1983-84 Town Center Redevelopment Agency Budget. DISCUSSION: Bids for this work were opened on May 9., 1984 at 10:00 a.m. and were received as follows: Contractor Stang Hydronics Rancho Cordova Base Bid Schedule I Bid Schedule A Bid Schedule B Bid Schedule C $176,786.00 218,505.00 182,665.00 214,305.00 Beylik Drilling La Habra $216,313.45 252,259.00 223,254.00 248.,444.00 McCalla Bros. Santa Ana $219,692.00 265,682.00 230,162.00 265,682.00 These bids were.structured to provide alternative bids on Item No. 14 which resulted in. Schedules A, B, and C. These alternatives provide for different types of well screen material and are described as follows: Bid Schedule I - Consist of a mild carbon steel to be utilized in the Roscoe Moss Ful Flow well screen. Bid Schedule A - Consist of stainless steel Roscoe Moss Ful Flow shutter screen. AWARD OF BID - COLUMBUS TUSTIN WELL PROJECT MAY 14, 1984 PAGE 2 Bid Schedule B - Consist of mild carbon steel double extra strong Johnson Hi Cap well screen. Bid Schedule C - Consist of stainless steel Johnson well screen. The Consultant and staff's recommendation is to utilize a stainless-steel screen under Bid Schedule C in the total bid amount of $214,305.00. The low bid is 30.4% under the Engineers estimate of $308 100.00 for Bid Schedule C, ~ Attached, is a complete tabulation of all bids for the Redevelopment Agency's information. Also attached., is a draft of a letter which will be sent to all residents within a 400 ft. radius of the well site and to the Principal of Columbus Tustin Intermediate School. This letter will be mailed once a starting date has been established with the Contractor. The well will be located at the southeast corner of Prospect Avenue and Beneta Way. This well not only will be a new source of water for City residents, but it will also provide information as to where high nitrates occur within the water basin which will help improve the quality of our water. To complete the work in the shortest posssible time, and to avoid problems in keeping the well hole open., drilling must continue twenty-four hours a day and on a daily basis. It is estimated that the drilling operation will take about 6-8 days to complete. We have required noise control measures for the project in order to minimize noise and disturbance to nearby residents. However., well drilling involves the use of heavy equipment., such as diesel engines and pumps. Large trucks may be utilized to bring construction supplies such as pipe and gravel to the well site. These trucks may temporarily interfere with traffic in the area., but only on an intermittant basis, Also, a temporary pipeline may be laid across Beneta Way to route construction water into the Orange County Flood Control Channel. We apologize for any inconvenience this work may cause you and we appreciate your cooperation and understanding that the work is necessary to provide you with a reliable and good quality water supply.
