TUSTIN LEGACY MASTER DEVELOPER SELECTION PROCESS
SUMMARY
City Council consideration is requested of the results of the interview process in the
Tustin Legacy Master Developer selection process.
RECOMMENDATION
It is recommended that the City Council confirm the recommendation of the Technical
Evaluation Committee to either: 1) select a specific development team as the Master
Developer for Tustin Legacy and authorize staff to execute the Exclusive Agreement to
Negotiate with said development team; or 2) short-list the five developer teams
participating in the interview process further and discuss a recommended process of
additional follow-up and research by the Technical Evaluation Team, the Ad-hoc
Council Committee, and City Council prior to a final recommendation of the Master
Developer.
BACKGROUND
The Tustin City Council confirmed a short list of developers to proceed to the interview
stage in the Tustin Legacy Master Developer selection process at their regular meeting
of September 2, 2003. As part of the next stage in the selection process, the Technical
Evaluation Team subsequently distributed to each short-listed developer certain written
questions and each developer was asked to sign an Exclusive Agreement to Negotiate
as a condition to their participation in an oral interview. Oral interviews were then held
on September 10 and 11 with the Technical Evaluation Team and the Ad-hoc Council
Committee consisting of Mayor Worley and Councilman Thomas.
On the basis of the interviews, the Ad-hoc Council Committee will provide an overview
of the their ranking of each of the short-listed developers at the regular meeting on
September 15, 2003 and will recommend to the full City Council either: 1) selection of a
specific development team as the Master Developer and authorization to staff to
execute the Exclusive Agreement to Negotiate with said development team; or 2)

confirmation of a further short-list of the five development teams participating in the
interview process and discussion of a recommended process for additional follow-up
and research by the Technical Evaluation Team, the Ad-hoc Council Committee, and
City Council before a final recommendation is made of the Master Developer.
