, NO 10
OATE: April 3, 1984
TO: William Huston - City Manager
FROm: Hugh. West - Maintenance Superintendent
SUBJECT: Homeowner Request for Tree Removal
Recommendation:
I recommend the tree be removed as requested and a replacement tree be
selected by the homeowner from the City approved tree list.
Background:
Mr. Phelps of 1071 Walter Avenue, requests the parkway tree in front
of his property be removed. He states that surface roots have covered
his yard so that he cannot mow. He is also concerned that the tree has
grown into the electrical wires.
Discussion:'
The tree is a Magnolia. It was planted by the developer'some thirty
years ago when it was County. The trees have not done well, probably
poor stock to begin with, plus they appear to have suffered from lack
of water.
There are no sidewalks and the tree is planted much to close to the curb.
In a few years the trunk would be protruding out into the street.
Notification to Mr. Phelps neighbors were handed out and one letter
of objection was received. (Please find attached).

Dear lit. ?fest
This is in regards to the letter that :.zas lefb on ray door
al0ou~ the removal of the 14a~nolia tree that is on the park-
· ~.zay side of ~ir. }!en~ Phelps.
Our homes are in the older part of Tustin and I believe that
the trees '?ring a peaceful beauty that only mature trees can
do. Therefore I feel that the removal of any of the trees
will remove part of that beauty.
