Implementation Plan for Improving Low- and Moderate-Income Housing

Discussion
The City Council, at its meeting on March 5, 1984, considered a report from City
staff concerning i~plementation of Housing Element goals for improvement of low-
and moderate-income housing conditions in the City of Tustin. Council requested
further information regarding goals "A" and "B" Those goals, which were
presented 'to the Orange County Housing Authority.and are included in the City's
Housing Element are as follows:
To identify and take action to remove the rentkl housing units
determined to be substandard, in need of replacement, and a hazard
to the health and safety of the occupants.
B. To identify and encourage the removal of the owner-occupied
dwelling units that are determined to' be substahdard, in need of
replacement, and a hazard to the health and safety of the
occupants.
Both goals are directed toward the improvement of 'substandard housing, either
tenant or owner occupied units that are in need of major repair and are
considered a hazard to the community. The goals specifically require that staff
first identify then implement a .plan to correct these problems.
The Community Development Department is presently in the process of hiring a
second building inspector who will be' partially responsible for zoning
enforcement including nuisance abatement of substandard building structures. It
is staff's intent that in response to citizen complaints the building inspector
will investigate both commercial and residential structures, inform property
owners of necessary repairs and follow through with legal action if violations
are not corrected.
Should Council desire further information or a stricter'policy of enforcement, a
more detailed program can be presented.
