HomeMy WebLinkAboutNB 2 TRAFFIC ENGR CONS 4-16-84NE~'~ BUSINESS FROM: SUBJECT: WILLIAM NUSTON, CITY MANAGER BOB LEDENDECKER, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SELECTION OF CONSULTANT TRAFFIC ENGINEER RECOMMENDATION: That the Tustin City Council, at their meeting of April 16, L984, authorize the Mayor to execute a Consultant's Agreement with the firm of Berryman and Stephenson, Inc. of Santa Ana to provide Traffic Engineering services to the City of Tustin per.proposal dated March 14, 1984. B~CKGROUND: With the adoption of the 1983-84 Budget the position of Traffic Engineer was deleted from the organizational staffing with the intent of utilizing a Consultant Traffic Engineer to address the needs of the City. This change was implemented to economize personnel cost and to provide a wider range of expertise available to the City in the Traffic Engineering field. On February 22, 1984, proposals were solicited to three firms specializing in the Traffic Engineering field and having a background as a Consultant to municipal/governmental agencies. The scope of work within the request for proposals consisted of the following items: Under the general direction of the Director of Public Works/City Engineer, the Consultant Traffic Engineer will be requested to: o Plan, supervise, and conduct traffic studies. o Investigate the need for traffic control devices. o Prepare cost estimates of traffic related installations. o Design traffic signal installations and prepare contract bid documents. o Review development proposals and comment on traffic control measures. o Supervise traffic section staff, contractual signal maintenance contract and signing/striping. o Attend community, other governmental, and City Council meetings, .as required. o Perform related duties, as required. SELECTION OF CONSULTANT TRAFFIC ENGINEER APRIL 9, 1984 PAGE 2 The following requirements were reqUired for each firm submitting a proposal for said services: o The Consultant shall be a registered Civil Engineer or Traffic Engineer in the State of California. o The Consultant shall have a minimum of three years established Consultant background in the Southern California area. o A minimum of five years experience of responsible traffic engineering, including three years of supervisory experience will be required. Direct supervision experience over field activities including traffic, signal maintenance, and signing/striping for a minimum of three years is desirable. Consultant shall physically spend a minimum of eight hours per week at the Tustin City Hall. Initially, additional hours may be required to reorganize the traffic section procedures. Actual working hours will be set by mutual agreement between City and Consultant. DISCUSSION: Proposals were received from three firms and have been calculated on an annual cost based upon the fee amounts in each proposal for eight hours per week: Annual Fee Berryman and Stephenson, Inc. of Santa Ana ................................... $18,000.00 Austin-Foust Associates, Inc. of Santa Ana .......... q ........................ 18,576.00 Mohle, Grover and Associates of La Habra .................................... 20,800.00 It is staffs feeling that the requested consultant services of eight hours per week will be sufficient to cover the routine day to day needs of the City. These consultant services will be combined with existing City staff to provide the community needs. It is proposed to schedule all appointments by developers, residents, etc. requiring special expertise within the traffic engineering field on the day(s) the consultant is scheduled to be in the City Hall. All routine type information will be responded to by staff on a day to day basis. SELECTION OF CONSULTANT TRAFFIC ENGINEER APRIL 9, 1984 PAGE 3 Fees have also been established for~ any work'within the basic scope of work that may be required over and above the minimum requested eight hours per week, such as special traffic studies, meetings, or special projects. Mohle, Grover and Associates ........................ $50.00-67.00/Hr. It is estimated that the use of a Consultant Traffic Engineer firm could result in a cost saving to the City ranging between 34% and 50% of the cost of a full-time staff Traffic Engineer.
