AUTHORIZATION TO ADVERTISE FOR BIDS - COLUMBUS-TUSTIN
WATER WELL PROJECT
RECOMMENDATION:
That the Tustin Community Redevelopment Agency, at their meeting of April 16,
1984, adopt the attached Resolution approving plans and specifications for the
Columbus-Tustin Well Project and direct the Secretary to advertise for bids.
BACKGROUND:
The Columbus-Tustin Water Well Project is proposed to be constructed in two
phases. Phase I includes the drilling of a 1600 ft. test hole, associated soil
testing and water sampling, the drilling/reaming of the final production well and
the placement of the well casing and screens. Phase II will consist of the
installation of the wellhead facilities consisting of the pump, motors, valving,
sand extractor, and the equipment enclosure structure.
This bid package will cover the work within Phase I of the project.
The location of this proposed water well is at the southeasterly corner of
Prospect Avenue and Beneta Way on the future Columbus-Tustin Parksite. The
pumping equipment will be housed in a structure that will be architecturally
compatible with the surrounding area.
The Redevelopment Agency has currently budgeted an amount of $350,000.00 in the
1983/84 Town Center Redevelopment Agency budget.
DISCUSSION:
In Phase I, all proposed drilling operations will be performed on a continuous
round the clock time 'schedule until the desired depths have been attained. The
Contractor will be required to furnish, install, and maintain adequate noise
control equipment during the drilling operation.
It is estimated that the test hole operation will take approximately three weeks
to complete and the production well construction will take about six weeks for
completion. The Phase II design of well head facilities will commence as soon as
the test hole has been completed and the results of the various testing is
available.

The estimated cost for Phase I is as follows:

The variable amounts of each schedule listed above provides for a different type
of well screen material. The type to be selected will depend upon the degree of
corrosiveness of the soils/water which will be determined by a testing during the
various steps of the test hole project.
A preliminary cost estimate for Phase II is $150,000.00. This amount will be
dependent upon the findings of Phase I and will hopefully be a lower amount.

A RESOLUTION OF THE TUSTIN COMMUNITY REDEVELOPMENT
AGENCY OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING
PLANS AND SPECIFICATIONS FOR COLUMBUS-TUSTIN WELL
PROJECT AND DIRECTING THE SECRETARY TO ADVERTISE
FOR BIDS
WHEREAS., it is the intention of the Redevelopment Agency of the City
of Tustin, California, to construct a test hole and municipal supply well at
Prospect Avenue and Beneta Way, and;
WHEREAS, the City Engineer has presented plans and specifications for
the construction of said work;
NOW THEREFORE, BE IT RESOLVED that the plans and specifications
presented by the City Engineer be and are hereby approved as the plans and
specifications for:
COLUMBUS-TUSTIN WELL PROJECT
BE IT FURTHER RESOLVED that the Secretary is hereby authorized and
directed to advertise as required by law for the receipt of sealed bids or
proposals for the doing of the work specified in the aforesaid plans and
specifications which said advertisement shall be substantially in the following
words and figures to-wit:

SEALED PROPOSALS will be received at the office of the office of the
Tustin Community Redevelopment Agency Secretary, Tustin City Hall, 300
Centennial Way, Tustin, California, until 10 a.m. on the gth day of May, 1984,
at which time they will be publicly opened and read, for performing work as
follows:

The foregoing quantities are approximate only being given as a basis for
the comparison of bids, and the Tustin Community Redevelopment Agency does not,
expressly or by implication, agree that the actual amount of work will
correspond therewith, but reserves the right to increase or decrease the amount
of any class or portion of the work or to omit portions of the work as is
required or as may be deemed necessary to advisable by the Engineer.
Plans, specifications and proposal forms to be used for bidding on this
project can only be obtained by prospective bidders at the office of'the Agency
Secretary, Tustin City Hall, 300 Centennial Way, Tustin, California., 92680,
upon payment of $15.00 per set, which amount shall be non-refundable.
Plans and specifications will be mailed out upon payment of $20.00 per
set, which amount shall be non-refundable.
In conformance with Section 37931 of the Govenment Code, all 'bids shall be
presented under sealed cover on the proposal form provided and accompanied by
one of the following forms of bidder's security:
a. Cash
b. Cashier's check made payable to the Tustin Community Redevelopment
Agency.
c. Certified check made payable to the Tustin Community Redevelopment
Agency.
d. Bidder's bond executed by an accredited surety insurer,
made payable to the Tustin Community Redevelopment Agency.
The security shall be in an amoudt equal to at least ten percent (104) of
the amount of the bid. A bid shall not be considered unless one of the forms
of bidder's security is enclosed therewith.
A Security Bond for pa~nnent of labor and materials will be required in the
amount of fity percent (50%) of the estimated total contract price and a
Faithful Performance Bond in the amount of one hundred percent (100%) of the
estimated total contract price in the form attached to the contract documents.
Said bonds shall be issued by a Surety Company rated Grade A or better and
Class IX or better by the latest edition of Best's Key Rating Guide.
The Tustin Community Redevelopment Agency reserves the right to reject any
or all bids, and/or waive any informality on a bid. No bidder may withdraw his
bid for a period of thirty (30) days after the date set for the opening
thereof.
The contract will be awarded to the lowest qualified bidder..

All work to be done under the direct supervision of the City Engineer,
City of Tustin.
All work to be paid for at the unit prices bid from appropriated monies.
Pursuant to California Government Code Section 4590, the Contractor will
be entitled to post approved securities with the Agency or an approved
financial institution in order to have the Agency release funds retained by the
Agency to ensure performance of the Contract.
The Tustin Community Redevelopment Agency has obtained from the Director
of Industrial Relations the general prevailing rate of per diem wages and the
general prevailing rate for legal holiday and overtime work in the locality in
which the work is to be performed for each craft or type of work needed and a
copy of the same is on file in the office of the Agency Secretary.
Not less than said prevailing rates shall be paid to workers employed on
this public works contract as required by Labor Code Sections 1771 and 1774 of
the State of California.
