HomeMy WebLinkAboutCC MINUTES 1957 06 10 290 MINUTES OF A REGULAR MEETING OF THE TUSTIN CITY COUNCIL MONDAY, JUNE 10, 1957. COUNCILMEN PRESENT: Kidd, Tadlock, Bacon & Byrd. COUNCILMEN ABSENT: Humeston CITY ATT0RNEY: C. Arthur Nisson, Jr. present. Mayor Kidd called the meeting to order at 7:40 P.M. -- On motion of Councilman Bacon, seconded by Councilman Byrd and carried, the minutes of the last meeting were approved as mailed out. Melvin Genser Signs, reeuested permission to erect and maintain MELVIN a double--faced sign on the property of the Bucolla Co., GENSER SIGN developers of "Tustin Square". On motion of Councilman Tadlock, PERMIT seconded by Councilman Bacon and duly carried, the above request was granted for a period of one year. PERMIT Motion of Councilman Byrd, seconded by Councilman Bacon that FROM COUNTY the Orange County Fair be allowed to erect Flag Lines at the FAIR FOR FLG intersections of Tustin Avenue and First Street and also at LINES Main Street and Tustin Avenue, provided they obtain the approval of the California Department of Highways. Motion carried. The letter from the Advent Christian Church, requesting permission ADVENT to erect directional signs at Pacific Street and First Street CHRISTIAN and at Main and "D" Streets was referred to Chief of Police CHURCH Johansen, for a report back at the next Council meeting. Motion of Councilman Bacon, seconded by Councilman Byrd that the AIKEN'S letter dated June 10, 1957, from Mr. Aikins regarding the LETTER Tustin Community Center, meet with the general approval of the CounciI and that it be received and filed. Motion carried. APP'T OF On motion of Councilman Tadlock seconded by Councilman Bacon BEESON AS and carried, that if the matter of re-imbursed expenses was CIVIL DIR- satisfactorilly worked out between Al Beeson and Mayor Kidd, that ECTOR. Mayor Kidd appoint Mr. Beeson, Civil Defense Director for Tustin and the resignation of Glenn Stivers be accepted. Motion of Councilman Tadlock, seconded by Councilman Byrd, that all other correspondence be received and filed. Motion carried. EASTSIDE Motion of Councilman Byrd, seconded by Councilman Bacon that ELECTION the Ballots cast at the election for the "Eastside Annexation," CANVASSING be canvassed. Motion carried. OF VOTES. The ballots were convassed with the following results: Eleven(11) Ballots cast for Annexation; Ten(10) Ballots cast against Annexation. Motion of Councilman Tadiock, seconded by Councilman Bacon ORD #111 that Ordinance No. 111," An Ordinance of the City of Tustin, declaring the results of the Special Election, approving the "Eastside Annexation to Tustin." and establishing zones and building lines therein", be read by title only. Motion I carried, all Councilmen present voting Aye. FIRST Motion of Councilman Byrd, seconded by Councilman Tadlock that READ- Ordinance No. 111 be approved for first reading. Motion ING. carried, all Councilmen present voting Aye. READING Motion of Councilman Tadlock, seconded by Councilman Bacon That ORD # 112 Ordinance No. 112 be read by title only. Motion carried, all BY TITLE Councilmen present voting Aye. Motion of Councilman Bacon, seconded by Councilman Tadlock~ APPROVAL that Ordinance No. 112 be approved for its first reading. Motion carried. All Councilmen present voting Aye. 2ND Motion of Councilman Bacon, seconded by Councilman Byrd that READ- Ordinance No. 110 have its second reading by title only. Motion ING ON carried, all Councilmen present voting Aye. 110 Motion of Councilman Tadlock, seconded by Councilman Bacon, APPROVAL that Ordinance No. 110 be aoproved for adoption. Motion carried. OF All Councilmen present voting Aye. ORD. 110 Public hearing on a proposed Ordinance for E-4, Agriculture, PUBLIC and Trailer zoning was opened by Mayor Kidd. There being no HEARING one present, either for or against the proposed Ordinance, ON on motion of Councilman Tadlock, seconded by Councilman Byrd E-4, and carried the hearing was declared closed. Motion of Conncilman Bacon, seconded by Councilman Tadlock ORD.#113 that Ordinance No. 113 be read by title only. Motion carried, all Councilmen present voting Aye. Motion of Councilman Tadlock, seconded by Councilman Bacon FIRST that Ordinance No. 113 be approved for its first reading. READING Motion carried, all Councilmen present voting Aye. MEMORANDUM City Engineer McBride recommended that the Council approve OF AGREE- a Memorandum of Agreement with the California Highway De- MENT RE: partment regarding accumulation of funds for street purposes. ACCUMU- On motion of Councilman Tadlock, seconded by Councilman Byrd LATION OF and carried, that Resolution No. 417, approving the above STREET agreement be adopted, and that Mayor Kidd and the City Clerk FUNDS. be authorized to sign for the City of Tustin. LEAVE OF Mayor Kidd requested permission to be absent from the state ABSENCE for 30 days, starting June 15, 1957; On motion of Councilman OF KIDD Tadlock, seconded by Councilman Bacon and duly carried, above request was granted. CHADICK Councilman Bacon presented a contract from Chadick and Ross & for $997.00 to make necessary alterations in the Fire Hall to ROSS accommodate the new equipment. Motion of Councilman Bacon, seconded by Counciiman Byrd that CONTRACT Chadick and Ross be awarded the above contract, but that there STIPULATION be added the stipulation that $100.00 of the final payment be witheld until after notice of completion had been filed, and the lein period of 35 days from completion had expired. Motion carried. Motion of Councilman Byrd, seconded by Councilman Bacon that PURCHASE the City of Tustin purchase from the County of Orange, for OF ALLEY the sum of $25.00 plus costs, the North 10 feet, west 80 feet (Incl. portion of alley adj.) of Lot 3, Block 14, Tustin City; according to the proper procedure of law regarding Tax Sale. Council went into Executive Session and discussed the office of City Attorney. Motion of Councilman Bacon, seconded by Councilman Byrd that the meeting be adjourned until 7:30 P.
