ADULT SOFTBALL LEAGUE FEES

BACKGROUND:
The City Council in March, 1981 adopted Council Policy #4-05, which stated that
fees for sports leagues, recreation classes, and special programs will be
self-sUstaining, including direct costs and administrative overhead. Council
Policy #4-05 also established that subject to the above guidelines, fee changes
would be approved by the Community Services Director.
The Community Serivces Department, at the direction of the City Council, sets
fees for activities so that the Department can be as sel f-supporting as
possible. Fees and charges are reviewed on a regular basis and adjusted to
reflect changing program costs. The Community Services Department's goal is to
provide high quality and reasonably priced activities for all citizens of
Tustin.
The popularity of the adult softball program is demonstrated by a waiting list
of 6 to 12 teams each season. The adult softball program in the City of Tustin
has enjoyed a tremendous ri~e in popularity during the past five years. The
number of softball leagues and teams participating in the program has increased
each year. Future plans call for the development of afternoon and twilight
games to accommodate additional teams at lower league fees. In this manner,
industrial leagues can be established so that employees, working in Tustin can
enjoy softball games immediately after work. Afternoon and twilight games
eliminate the need for night lighting, one of the major costs of the existing
adult softball program and make lower fees possible.
Fees for the adult softball program are determined by breaking down the costs of
providing ~ program. These costs include umpires, maintenance, field

supervision, supplies, supervision, lighting and electricity, clerical support,
and maintenance supplies. A copy of this cost breakdown is attached to the
report for your information. The cost breakdown is then used to establish a
recommended league fee. The most recent cost breakdown established a per game
fee of $34.10, When multiplied by the number of games in a season, this would
establish a league fee of approximately $341.00. The next step taken is to
compare the recowended league fee with those of other Orange County agencies
offering adult softball programs. A league fee of $349.00 was set to eliminate
the need for future increases for a period of at least 12 months.

A survey Orange County agencies offering adult softball places our league fee
in the affordable range. A comparison of Orange County agencies offering adult
sott~all programs was last conducted in September, 1983. This survey showed
that four cities had higher league fees than were in effect in Tustin at the
time of the survey. In addition, two other Orange County cities were within
$20.00 of the Tustin league fee. After comparing prices with other agencies
offering adult softball programs, it was felt that the $349.00 league fee was
within an acceptable and reasonable range for the quality of program provided by
the Department.
The majority of adult, softball games in the City of Tustin are played at
Columbus Tustin Park. This multi-diamond facility offers very high quality
night lighting and is one of the few facilities which can be used for year-round
play. The location of the park is extremely convenient for both residents of
Tustin and surrounding communities. Supplies for the program are of the highest
quality including Dudley balls, Bolco bases, and Hollywood bases. Infields are
prepared and dragged prior to each evening's games. The quality of infield
preparation is also extremely high when compared to other Orange County
agencies.
.Maintena~e responsibilities are shared by the City and School District at
Columbus lustin ParK. Columbus Tustin Park is a joint facility, operated and
maintained by the City of Tustin and Tustin Unified School District. The joint
powers agreement outlines mai ntenance responsibilities for the two agenc les.
The joint powers agreement assigns responsibility for turf maintenance and
irrigation maintenance to the Tustin Unified School District. Specialized
maintenance, restroom maintenance, tennis court maintenance, and infield
preparation is the responsibility of the City of Tustin. Both the City and
School District are aware that the turf at Columbus Tustin park needs to be
rennovated. The extremely heavy use at the facility has caused bare spots to
appear in heavily-used outfield areas. In addition, the athletic fields are
plagued by an extremely heavy gopher population. School District crews have
been attempting to add additional material to outfield areas to both fill gopher
holes and to rejuvenate worn turf areas. The District's resources are also
limited due to fiscal restraints. However, regular maintenance of the athletic

facilities have been conducted both by the City and the School District. Gopher
control crews are regularly dispatched to the Columbus Tustin facility.
Short of shutting down the facility for an eight to twelve week period, it is
doubtful if gopher eradication and turf rejuvenation can be achieved by District
and City crews. The best that can be hoped for with current resources is to
control and limit the damage done by pests.

will be placed over bare areas in an attempt to'cover worn areas in outfield
locations. Gopher control crews will continue to trap and poison gophers at the
Columbus Tustin site. Until neighboring agricultural uses are eliminated, it is
doubtful if the gopher population at Columbus Tustin can be successfully
controlled. Crews are limited in the techniques they can use because of
education'and health codes. Extra attention and effort will be made to fill
holes made by gophers on athletic fields by both District and City staff.
Recent meetings with School District maintenance staff have been encouraging.
School District crews will be fertilizing, thatching, aerating, seeding, and
sodding the field this month. Regular ~eetings will be held in the future to
make sure communication is maintained and that problems are solved as they come
up.

a reasonable fee for the quality softball program provided to participants. The
per game cost for an individual softball player to participate in the City of
Tustin adult softball program with a league fee of $349.00 per season is only
$2.33 per player. When a comparison of individual participant costs are made,
the $2.33 per player cost for adult softball participants is indeed very
reasonable. Several examples follow: Bowling, $2.50 per person per class;
Tennis lessons, $2.75 per person per lesson; Aerobic Dancing, $2.75 per person
per class; Adult Jazz Dance, $3.38 per person per class; Jazzercise ranges from
$2.25 per person bo $2.62 per person per class; Photography, $6.66 per person
per class; and finally Cooking, $9.00 per person per class. When an individual
participant cost comparison is made, adult softball is indeed an affordable
recreation activity for all individuals. When you consider that anyone may play
adult softball for less than half of what it costs to attend a movie at a local
theatre, it is ve~ reasonable indeed.
Proof of the affordability of the adult softball program in the City of Tustin
is demonstrated by the tremendous increase of the popularity of the program.
Each year the number of teams participating in the City of Tustin program has

increased. In addition, waiting lists for each sea~on's leagues continue to
occur in spite of the creation of additional leagues. Staff feels that pricing
for the adult softball program, when the demand for the activity, comparable
agency pricing, and individual participant costs are considered, is indeed
reasonable on all three counts.
