SUPPLEMENTAL APPROPRIATION OF CAPITAL IMPROVEMENT FUNDING TO THE
1983-84 BUDGET
RECOMMENDATION:
That the Tustin City Council, at their meeting of March 5, 1984, authorize the
following actions with respect to the 1983-84 Capital Improvement Budget:

Supplemental appropriation of Gas Tax FUnds in the amount of $58,800 for
the widening of Red Hill Avenue between 358+ ft. southerly of Valencia
Avenue and 553+ ft. northerly of Warner Av~ue.
Supplemental appropriation of Water Funds in the amount of $16,000 for
the roof repair and painting of Rawlings Reservoir.
BACKGROUND:
Red Hill Avenue Improvements
In August, 1974, Tract No. 7721 was developed by Signal Development Corporation.
A condition of approval of this Tract was for either the construction of street
improvements or the widening of existing street improvements along Red Hill Avenue
adjacent to Lots 1 and 10 of Tract 7721.
At the time of approval of Tract No. 7721, it was City Policy that any traffic
signal relocation/modification cost would be borne by the City. In addition, the
City committed to reconstructing the curb/gutter and paving adjacent to 11551 Red
Hill Avenue {as indicated in yellow on the attached sketch) in order to widen Red
Hill Avenue to its ultimate width. This area was not a part of the Tract No. 7721
Subdivision.
Funding for the City's share of these improvements had been budgeted since 1975-76
to 1982-83. Due to no development activity on Lots I and 10, this funding was
dropped from the current 1983-84 Capital Budget.
The developers of Lot 10 are now ready to widen Red Hill Avenue (as shown in green
on the attached sketch) adjacent to that Lot, which includes the
relocation/modification of the traffic signal equipment. The estimated cost for
the traffic signal work is $23,000.00. Signal Development Corporation has
requested reimbursement for this work on July 1, 1984 or at the completion of the
improvements, whichever comes later.

The developers of Lot I are currently proceeding with their development, which
will include the construction of 135 feet of street improvements along Red Hill
Avenue {as shown in red on the attached sketch).
Staff feels that all of these improvements should be constructed simultaneously so
as not to result in three separate projects. In order to accomplish this, it is
requested that $35,800.00 be appropriated to fund the street widening improvements
adjacent to 15551 Red Hill Avenue {yellow area) and $23,000.00 to fund the traffic
signal relocation at Valencia Avenue and Red Hill Avenue. Both of these projects
would be eligible for gas tax funding.
The Finance Director has indicated that adequate gas tax funds exist to
accommodate this project.
Rawlings Reservoir Roof Improvements
The roof on the Rawlings Reservoir structure is in need of some minor repair,
sandblasting and painting. The cost of this work is estimated at $16,000.00.
During the 1983-84 Budget Preparation for the Water Service, this work was
transferred from the Operating Section of the Budget to the Capital Improvement
Section. However, when the final Departmental Budget Submittal was processed,
this work was inadvertently omitted from the Capital Improvement Section.
Likewise, in the Mid-Year Budget Update, it was once again omitted.
In order to properly maintain the plant facilities of the water system, it is
recommended that this work be accomplished at the earliest feasible date, which
would require a supplemental appropriation in the amount of $!6,000.00 to the
1983-84 Water Service Budget.
