ACT FUNDS 03-05-84DATE: March 5, 1984 REPORTS NO. 2 3-5-84 Inter-Corn SUBJECT: Honorable Mayor & Members of the City Council Community Development Department Tenth Year Housing and Community Development Act.Funds Background On November 7, 1983 the City Council approved the proposed lOth-Year (FY 84-85) application for HCDA funds for the following projects: Public Facilities Improvements - $200,000 (This amount would allow the City to finish the street improvements in the "B" Street/Mitchell target area) Rehabilitation of Housing Stock - $250,000 (Low Interest Loan Program) (This year the City staff is initiating a program to encourage apartment owners to rehabilitate apartments in our target areas. We would still retain the program for the rehabilitation of owner occupied properties.) Smoke Detector Purchase - $15,000 (Purchase smoke detector and give to low and moderate income persons including the handicapped and senior citizens.) Discussion Because Tustin is a "non-entitlement" city, the application is a joint submittal with twelve cities, ten unincorporated communities and eight various community organizations. The final allocation of funds is subject to approval by the Board of Supervisors and the U.S. Department of Housing and Urban Development. On February 22, 1984 the Board of Supervisors approved the following items for project funding for Tustin: Housing Rehabilitation in the amount of $25,000 for the provision of low interest loans, deferred payment loans, and grants to principally low and moderate income residents in the City's target areas. Although this amount represents a figure substantially less than what was proposed, the City currently has a total of $100,000 available for loans from eighth and ninth year funds. While we are aware of the City's intent to intensively market the rehabilitation program, we support the City in its efforts and feel that this allocation will suffice for tenth year. Public Facilities and Improvements - in the amount of $100,000 for the continuing multi-phased project in the "B"/Mitchell Street target area. Improvements are to consist of two storm drains, street paving, sidewalks, curbs, gutters, and street lighting. Tenth Year Housing and Community Development Act Funds March 5, 1984 Page 2 Previous amounts received for funding are as follows: Eighth Year (82-83) 1. $50,000.00 for residential rehabilitation loans; 2. $50,000.00 for the installation of a storm drain on Mitchell Street in the South "B" Street/Mitchell target area. Ninth Year (83-84) 1. $75,000.00 for rehabilitation loans; 2. $75,000.00 for street improvements (curbs, gutters, street lights, sidewalks) in the South "B" Street/Mitchell target area. Special Jobs Bill 1. $65,000 for street improvements in the South "B" Street/Mitchell target area. Recommendation Receive and file. On September 21, 1983 the Board of Supervisors established guidelines for funding projects under the Tenth Year as set forth in Resolution No. 83-1417. Subsequently, twelve cities, ten unincorporated communities, and eight various community organizations submitted proposals for funding. The total funds for all proposals submitted was over $12.5 million which far exceeds the $4.2 million we anticipate receiving for total project funding. While we recognize that most projects are worthy of funding, we had to select those projects that could best meet the guidelines set forth by the Board of Supervisors. Our goal has been to meet as many needs as practicable while remaining within the legal and fiscal program constraints imposed upon us. In the Proposed Statement of Community Development Objectives and Projected Use of Funds, we recommended to the Board of Supervisors the following projects: Housing Rehabilitation in the amount of $25,000 for the provision of low interest loans, deferred payment loans, and grants to principally low- and moderate-income residents in the City's target areas. Final allocation is subject to approval by the Board of Supervisors and the U.S. Department of Housing and Urban Development. The first public hearing to review the Proposed Statement of Community Development Objectives and Projected Use of Funds is scheduled for February 22, 1984 at 9:30 a.m. in the County Hall of Administration, Board of Supervisors Meeting Room located at 10 Civic Center Plaza in the City of Santa Ana.
