BACKGROUND: At its meeting of February 6, Council directed staff to prepare a Resolution for. the Orange County League of Cities which would encourage the California Legislature to give local political campaigns "equal rights" regarding election reform, especially tax deductions for contributors and public ~nancing of campaigns. It was discussed at that meeting that present legislation deals with state offices only; however, SB 87 does mention local offices, but not in all of its provisions. Both bills are in Conference Committee with no action scheduled on either. Since we do not know when or if the bills will come out of Committee, or what they will look like, Resolution #84-19 is general in nature. It suggests that any benefits to come from campaign reform should apply to local as well as state offices. Royleen A. White, Director Community and Administrative Services kaw Attachment: Resolution #84-19 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 RESOLUTION NO. 84-19 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA RELATING TO THE CAMPAIGN REFORM LEGISLATION. WHEREAS, 'the state legislature of the State of California is drafting campaign reform legislation, such legislation presently listed as AB 12 and SB 87; AND, WHEREAS, the legislation is still in draft form and is subject to negotiation and amendment; AND, WHEREAS, there has been in recent years an astronomical escalation of costs in election campaigning; AND, WHEREAS, the escalating cost of campaigns is just as relevant at the local level as it is at the state level. NOW, THEREFORE, the City Council of the City of Tustin, California does hereby resolve as follows: The California Legislature should include local offices, as well as state offices, in any beneficial campaign reform legislation. These .benefits could include, but not be limited'to, public financing of campaigns and tax deductions for political contributions.
